Job Summary:

As an essential member of the Public Safety Department within the Division of Administration Finance and Technology, the Manager of Emergency Management/Business Continuity will provide strategic direction in all areas of emergency preparedness and management and is responsible for assessing, revising, communicating, and maintaining the campus Emergency Management Plan, including disaster mitigation, preparedness, planning, training, education, response, business continuity, and recovery.

Duties and responsibilities:

  • Annually revises and updates the comprehensive Emergency Management Plan (EMP) to include collaborating with other University Departments to revise and update the functional annexes and hazard specific appendices.
  • Collaborates with the Police Department, Environmental Health & Safety, Facilities, Information Technology Services and other departments to adopt best practices with respect to design, coordination and implementation of campus-wide emergency preparedness initiatives.
  • Establishes and maintains an emergency Building Marshall Team for every campus building and assists them in annually updating their Building Comprehensive Emergency Action Plan that is specific to the needs of the units in each building.
  • Facilitates training of University employees and Emergency Operations Center (EOC) staff to include periodic exercises with the Emergency Building Marshall Team and annual training for the EOC Group and Executive Command/Policy Group. Designs, executes, coordinates and evaluates tabletop, functional and full-scale training exercises to test the EMP and prepare the University community for an effective response to major emergencies.
  • Establishes and maintains a functional EOC including: analyzing and inventorying necessary operational supplies; annually updating and distributing an EOC personnel call list; testing of EOC communications including phones, computers and wireless services and serve as the EOC coordinator during any EOC activation. (Is available for 24-hour on-call response to perform emergency management functions and related duties during an emergency, such as providing support to the University's incident commander and staff in the EOC).
  • Collaborates with administrators, faculty and staff to annually review, test and update campus Business Continuity Plans as well as providing updates to the University Business Continuity Summary Plan. As necessary, provide training on the continuity software, Kuali Ready and provide table-top or other exercises to test plan readiness by unit and/or department.
  • Creates and maintains clear and accurate reports and records to include after-action reports following training exercises and major emergencies, other training records, building comprehensive emergency action plans, committee meeting notes, staff contact lists and all other emergency management records.
  • Researches options and best practices in emergency notification and other systems that can be used during an emergency to ensure the safety of students, employees and visitors and makes recommendations for implementation. Proposes emergency preparedness policies and procedures to the Assistant Vice President, Risk Management.
  • Serves as a liaison on emergency preparedness issues with local and county partners and expands ongoing partnerships with local, state and federal agencies for emergency planning and disaster training and exercises.
  • Collaborates with University Police, Facilities, Risk Management and other departments to prepare capital and operational requests and pre-disaster grants to support emergency preparedness. Assist university departments with the development and submission process for federal and state reimbursement claims for the university's costs during emergency operations as necessary.
  • Annually review and revise all of CSUSB's emergency preparedness and informational materials to include: Disaster Preparedness Quick Reference Guide, Emergency Operations Reference Guides for both faculty/staff and students, telephone rosters for all emergency groups on campus, campus evacuation site maps, campus traffic evacuation maps, the emergency information provided on the Risk Management website and all other informational materials related to emergency management and business continuity.

Minimum Qualifications: Required Education and Experience

  • Equivalent to a Bachelor's degree.
  • Three years of emergency management experience OR an equivalent combination of education and experience.

Required Qualifications

  • Applicants must possess knowledge of local, state, and federal rules, guidelines and standards for disaster preparedness planning, strategies, and techniques, including specific knowledge of the principles of ICS, SEMS and NIMS.
  • Applicants must possess knowledge of local, state, and federal emergency systems and agencies, to include law enforcement, fire prevention/protection, and emergency medical services.
  • Applicants must possess knowledge of best practices in continuity of operations, mass evacuation, sheltering in place, relocation, and reunification.
  • Knowledge of Kuali Ready, InformaCast Veoci, and RAVE Mobile is a plus.
  • Applicants must possess ability to secure technical and financial assistance available through state and federal programs and grants, as well as develop and maintain working relationships and coordination with private, local, state, and federal emergency management and emergency response officials.
  • Applicants must possess the ability to conduct a hazard vulnerability assessment and develop hazard mitigation plans.
  • Applicants must possess the ability to identify strengths and weaknesses in existing emergency management programs and recommend solutions.
  • Applicants must possess the ability to multi-task effectively with competing priorities.
  • Applicant must possess the ability to evaluate, observe, compare monitor data included in management reports to determine compliance with standard operating procedures and protocols.
  • Applicants must possess the ability to gather pertinent facts, make thorough analyses, and arrive at sound conclusions.

Preferred Qualifications

  • Advanced knowledge of applicable state and federal civil rights, education, or employee/labor relations laws and regulations.
  • Demonstrated experience and skill in event planning including determining the events purpose.
  • Experience working in higher education.

Compensation and Benefits:

Anticipated Hiring Range: $7500 per month

Classification Salary Range: $3938 - $11,703 per month

The salary offered will take into account internal equity and experience among other factors.

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Position Information:

Work status: Full-time/Exempt/At-Will

Academic year schedule: Monday through Friday (8:00 am 5:00 pm), some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

This is a full-time management (MPP) position.  MPP employees serve at the pleasure of the campus President.  MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Emergency and Continuity Manager

Lawrence Berkeley National Lab’s ( LBNL ) Security & Emergency Services (SES) Division has an opening for an Emergency and Continuity Manager to join the team.

This position will provide leadership, management, and technical oversight of the Laboratory’s emergency management and continuity programs and execute a diverse set of duties to include independently managing, overseeing, and coordinating all aspects of Emergency Management Program activities. You will serve as a point of contact and expert authority to resolve problems or issues concerning emergency management policy and implementation. Functions as the subject matter expert for the Emergency Management Program and routinely briefs Laboratory executives, DOE Berkeley Site Office, and division managers on the status of the program and related issues. This position establishes divisional operational objectives and work plans and may recommend Laboratory-wide policy changes. May establish procedures that affect immediate organizations.

All members of the Emergency Management Team have either primary or secondary emergency management duties during any incident or event affecting the safety and security of Lab personnel, property, and/or the environment. This position is subject to 24/7 recall and assignment on extended duty hours or during nights, weekends, and holidays when such events occur.

What You Will Do:

Program Administration

Develops, implements, documents, and maintains an effective, integrated Emergency Management and continuity program that addresses the following program elements: program administration, training and drills; exercises; readiness assurance; emergency response organization collaboration; off-site response interfaces; emergency facilities and equipment; emergency categorization and classification; notifications and communications; consequence assessment; protective actions and reentry; emergency medical support; emergency public information; and termination and recovery.

Principal official in charge of the Emergency Management program. Provides leadership and oversight over the emergency management program including 5-8 staff and is responsible for coordinating all Lab programs relating to preparedness, response, continuity, and recovery from emergencies.

Develops policies, plans, and communications on emergency services-related issues and informs senior management of possible or probable impacts of federal regulations and/or DOE directives to Laboratory programs. Maintains a broad knowledge of all emergency services functional areas in order to provide technical and operational guidance to management.

Ensures all state, local, DOE, and University of California orders, manuals, policies, notices and other applicable requirements are evaluated and appropriately addressed in the Comprehensive Emergency Management Program (CEMP) and the Continuity of Operations requirements.

Oversees coordination of site-wide drills and exercises ensuring appropriate coordination with internal and external stakeholders and effectiveness in meeting program requirements.

Emergency Response Organization

Incumbent oversees all operational aspects of the Laboratory’s Emergency Response Organization and its relationships with other Divisions, off-site facilities, and regional and community public safety partners. This includes implementation of ERO program planning and management; ERO readiness; emergency equipment and facilities; the identification and preparation of alternate emergency facilities and emergency equipment for interoperability and redundancy.

Develop, review, and revise the ERO policies and procedures manuals and associated documents; develop and provide training to all ERO members; and ensure all ERO members adhere to policy and procedure requirements.

Leads the effective operation of the Emergency Operations Center.

Audits and Contract Assurance

Prepare, direct, and supervise all contract and program assurance, evaluation, review, and corrective action functions to ensure full and continued compliance with applicable Contract 31 and DOE policy requirements.

Provide subject matter expertise in support of all internal and external audits that include DOE risk assessments and surveys, independent oversight inspections, and Inspector General (IG); and other federal audits.

Independently plans and develops self-assessment tools, procedures and metrics and coordinates those with other subject matter experts. Conduct self-assessments between the periodic DOE surveys that include all applicable emergency services program elements. Additionally, the incumbent provides peer review support to comparable functional areas at other national laboratories.

What is Required:

Bachelor’s degree or combination of Education and Experience in Emergency Management, Business Continuity, and/or related field, and a minimum of eight years relevant experience in emergency management to include emergency preparedness, inspection and audit, and risk management.

Working knowledge of the National Response Framework (NRF), National Incident Management System (NIMS), California Standardized Emergency Management System (SEMS), and the Incident Command System (ICS).

Demonstrated knowledge in the areas of emergency preparedness, planning, training, and exercise, mitigation, response, recovery, and resumption as well as demonstrated abilities in directing and operating an Emergency Operations Center.

Proven ability to effectively and diplomatically communicate both orally and in writing and work collaboratively with people in a wide variety of job classifications at all levels of an organization. Must possess proven ability to effectively cultivate and foster strong working relationships with team members, Laboratory personnel, management and external contacts.

Ability to develop and conduct training classes and exercises.

Ability to produce and deliver effective briefs, interpret and implement policies, plans, and procedures and ability to multi-task to produce results in a fast-paced changing environment involving competing priorities and deadlines.

Demonstrated ability to provide leadership, technical guidance, and direction under emergency conditions; manage programs within budget, use project management skills in achieving goals and objectives.

This classification will require the use of a vehicle while conducting Lab business. In order to operate a vehicle, individuals must be physically capable of operating the vehicles safely and must possess an appropriate California motor vehicle operator’s license.

Desired Qualifications:

A master’s degree in Emergency Management, Business Continuity or related field.

Certification as an Emergency Manager through the International Association of Emergency Managers (IAEM) or other national or state recognized authority.

Working knowledge of DOE Order 151.1D, DOE O 150.1B.

Certification as a Professional Continuity Practitioner or Master Continuity Practitioner through the Federal Emergency Management Agency (FEMA).

FEMA Certified Type III or greater Incident Commander or equivalent.

This is a full-time career appointment, exempt (monthly paid) from overtime pay.

This position is budgeted to pay $150,000 - $183,000 annually, which fits into the full salary range of $134,772 - $227,448 for the job classification of PS1.6.                                                       

Salary for this position will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.

It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on the final candidate’s qualifications and experience.

  • Briefs and trains exercise participants on exercise rules, objectives and operations.
  • Provides Site-level Business Continuity Planning to include employing all subject areas of the common body of knowledge of Business Continuity Planning, which includes creating, testing, and evaluating plans at all levels.
  • Assists in the preparation and coordination of DFAS exercises to provide training in and testing of emergency/continuity plans, procedures, and programs during and following emergencies.
  • Assists in program planning, assessment, coordination and advisory services for a wide variety of interrelated readiness issues/programs including identification of required business continuity and effective management of limited resources
  • Ensures that all applicable site mission/functional areas have continuity plans in place to provide essential financial services functions as required by the assigned mission.
  • Evaluates customer responses to requirements for business continuity planning and assist in identifying additional strategies for continued operations utilizing an all hazards approach.
  • Duties will be developmental in nature for vacancies filled at less than the full performance level of the position (GS-11).

Specialized experience is defined as: Assisting with the oversight and program management of creating systems of prevention and recovery to deal with potential threats to an organization to include defining, establishing, and maintaining roles and responsibilities; providing training on business continuity principles; and serving as coordinator and advisor, communicating to management and internal/external customers on various projects.

GS-11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Developing, coordinating, publishing, maintaining and distributing the Emergency Action Plans (EAP) and the Occupant Emergency Plan (OEP) for the Site Support Office. Provides oversight/coordination and program management of creating systems of prevention and recovery to deal with potential threats to an organization to include defining, establishing, and maintaining roles and responsibilities; providing training on business continuity principles; and serving as coordinator and advisor, communicating to management and internal/external customers on various projects.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement ( http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp ) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

  • Briefs and trains exercise participants on exercise rules, objectives and operations.
  • Provides Site-level Business Continuity Planning to include employing all subject areas of the common body of knowledge of Business Continuity Planning, which includes creating, testing, and evaluating plans at all levels.
  • Assists in the preparation and coordination of DFAS exercises to provide training in and testing of emergency/continuity plans, procedures, and programs during and following emergencies.
  • Assists in program planning, assessment, coordination and advisory services for a wide variety of interrelated readiness issues/programs including identification of required business continuity and effective management of limited resources
  • Ensures that all applicable site mission/functional areas have continuity plans in place to provide essential financial services functions as required by the assigned mission.
  • Evaluates customer responses to requirements for business continuity planning and assist in identifying additional strategies for continued operations utilizing an all hazards approach.
  • Duties will be developmental in nature for vacancies filled at less than the full performance level of the position (GS-11).

Specialized experience is defined as: Assists in the preparation and coordination of local exercises to provide training in and testing of emergency/continuity plans, procedures, and programs during and following emergencies.

GS-9: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Assisting with the oversight and program management of creating systems of prevention and recovery to deal with potential threats to an organization to include defining, establishing, and maintaining roles and responsibilities; providing training on business continuity principles; and serving as coordinator and advisor, communicating to management and internal/external customers on various projects.

GS-11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Developing, coordinating, publishing, maintaining and distributing the Emergency Action Plans (EAP) and the Occupant Emergency Plan (OEP) for the Site Support Office. Provides oversight/coordination and program management of creating systems of prevention and recovery to deal with potential threats to an organization to include defining, establishing, and maintaining roles and responsibilities; providing training on business continuity principles; and serving as coordinator and advisor, communicating to management and internal/external customers on various projects.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. Key roles and responsibilities

The REACH Field Officer shall be responsible for:

  • Managing enumeration teams
  • Facilitating focus group discussions
  • Logistics support
  • Any other tasks needed to ensure the success of the REACH mission in Uganda
  • Data collection and analysis
  • The REACH Field Officer will manage and lead field data collection (including recruitment and training of enumerators), develop/review/update the manual for enumerator trainings, provide support to assessment teams with analysis of data, and ensure that all data they collect is properly stored onto a server.
  • Field coordination
  • The REACH Field Officer will lead enumeration teams of up to 30 or more individuals in the refugee settlements and be responsible for providing direction, logistical and technical support to the enumerators. The F.O will also support the Assessment and GIS/Data team as and when required. The F.O will directly manage Field Assistants and their enumeration teams. The F.O will initiate, develop and maintain a professional relationship with relevant stakeholders, and regularly update the stakeholders’ database. They also must ensure accountability to and that assessment respondents are treated with respect (and regularly disseminate the CRM platform).
  • Ensure compliance with ACTED logistics and finance policies and procedures, develop procedures for tracking, management and deployment of assets (phones, tablets & other data collection equipment) in the field, and provide logistics support to the REACH Field and assessment teams. They will also provide support in organizing movement of REACH teams to and from field locations, identifying accommodations and office space, and liaising with appropriate government authorities to ensure REACH can conduct activities as needed. The FO will also Manage payments and all finances in the field, collecting all required documentation for compliance while adhering to determined timelines.
  • Security and safety
  • The REACH Field Officer will ensure that the enumeration teams adhere to the ACTED safety and security protocols, and Code of Conduct, regularly update the security focal person on all matters pertaining to field security including providing daily updates when required, and ensure the privacy and security of information collected in the field through adherence to IMPACT’s data protection policies.
  • Accountability to Communities and Beneficiaries

The staff member is responsible for ensuring that all relations with the communities we work with are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every ACTED staff member.

Required qualifications and technical competencies

Qualifications and Experience

  • Minimum of 2 years of experience in humanitarian or development organizations, preferably in a field-based position
  • Willingness and ability to work in a dynamic and fast-paced field environment for extended periods of the time required
  • Bachelor’s degree in relevant discipline (Social Sciences, Development Studies, etc) required
  • Strong skills with the Microsoft Office Suite
  • Experience in using ODK for quantitative data collection, or the ability to rapidly master the process
  • Experience in hiring and managing casual laborers
  • Experience in data collection (conducting focus group discussions and KIIs)
  • Experience in collecting information using hand-held GPS devices
  • Knowledge of creating kml/ kmz files in Google Earth
  • Positive attitude and a willingness to learn
  • Excellent communication skills
  • Excellent time management skills
  • Ability to work in a cross-cultural environment requiring flexibility
  • Prior experience working in refugee settlements an asset.
  • Written and spoken fluency in English required;
  • Working knowledge of Juba Arabic and/ or regional languages (in South Sudan, DRC, Burundi etc) an asset
  • Ability to work independently.

Manager for Emergency Management

  • Annually revises and updates the comprehensive Emergency Management Plan (EMP) to include collaborating with other University Departments to revise and update the functional annexes and hazard specific appendices.
  • Collaborates with the Police Department, Environmental Health & Safety, Facilities, Information Technology Services and other departments to adopt best practices with respect to design, coordination and implementation of campus-wide emergency preparedness initiatives.
  • Establishes and maintains an emergency Building Marshall Team for every campus building and assists them in annually updating their Building Comprehensive Emergency Action Plan that is specific to the needs of the units in each building.
  • Facilitates training of University employees and Emergency Operations Center (EOC) staff to include periodic exercises with the Emergency Building Marshall Team and annual training for the EOC Group and Executive Command/Policy Group. Designs, executes, coordinates and evaluates tabletop, functional and full-scale training exercises to test the EMP and prepare the University community for an effective response to major emergencies.
  • Establishes and maintains a functional EOC including: analyzing and inventorying necessary operational supplies; annually updating and distributing an EOC personnel call list; testing of EOC communications including phones, computers and wireless services and serve as the EOC coordinator during any EOC activation. (Is available for 24-hour on-call response to perform emergency management functions and related duties during an emergency, such as providing support to the University's incident commander and staff in the EOC).
  • Collaborates with administrators, faculty and staff to annually review, test and update campus Business Continuity Plans as well as providing updates to the University Business Continuity Summary Plan. As necessary, provide training on the continuity software, Kuali Ready and provide table-top or other exercises to test plan readiness by unit and/or department.
  • Creates and maintains clear and accurate reports and records to include after-action reports following training exercises and major emergencies, other training records, building comprehensive emergency action plans, committee meeting notes, staff contact lists and all other emergency management records.
  • Researches options and best practices in emergency notification and other systems that can be used during an emergency to ensure the safety of students, employees and visitors and makes recommendations for implementation. Proposes emergency preparedness policies and procedures to the Assistant Vice President, Risk Management.
  • Serves as a liaison on emergency preparedness issues with local and county partners and expands ongoing partnerships with local, state and federal agencies for emergency planning and disaster training and exercises.
  • Collaborates with University Police, Facilities, Risk Management and other departments to prepare capital and operational requests and pre-disaster grants to support emergency preparedness. Assist university departments with the development and submission process for federal and state reimbursement claims for the university's costs during emergency operations as necessary.
  • Annually review and revise all of CSUSB's emergency preparedness and informational materials to include: Disaster Preparedness Quick Reference Guide, Emergency Operations Reference Guides for both faculty/staff and students, telephone rosters for all emergency groups on campus, campus evacuation site maps, campus traffic evacuation maps, the emergency information provided on the Risk Management website and all other informational materials related to emergency management and business continuity.
  • Equivalent to a Bachelor's degree.
  • Three years of emergency management experience OR an equivalent combination of education and experience.
  • Applicants must possess knowledge of local, state, and federal rules, guidelines and standards for disaster preparedness planning, strategies, and techniques, including specific knowledge of the principles of ICS, SEMS and NIMS.
  • Applicants must possess knowledge of local, state, and federal emergency systems and agencies, to include law enforcement, fire prevention/protection, and emergency medical services.
  • Applicants must possess knowledge of best practices in continuity of operations, mass evacuation, sheltering in place, relocation, and reunification.
