In Russia’s commercial real estate market there is a segment that is experiencing a positive trend, and this segment is storage facilities. Businesses are keen to shift their focus from trading on the basis of retail commercial real estate to reaching their customers through online retailing, and the latter operating model heavily relies on warehouses. We believe that by the end of 2021 the total amount of real estate bought or leased for use as storage facilities in Russia will increase by 3.5 times and thus constitute an all-time record. Currently, the leasing or purchasing of this type of commercial real estate happens even before the commissioning of the properties. According to the results of the previous year’s third quarter, only 2.2% of Moscow’s storage facilities remain unused. This fact indicates that the demand for warehouse-type commercial real estate in Moscow is only going to increase with time, and it is even possible that this demand will be greater than the supply made available through new warehouse construction.

It is expected that in 2021 the demand for offices shall make a comeback, however, this indicator will not reach the level it was at in previous years. At the same time, the supply of office spaces available for lease is continuing to grow.

Preliminary data suggests that the volume of new construction of class A, B+ and B- office space in Moscow was 790 682 sqft or 241 000 m² over the past year. The total empty office space at the end of 2020 was 7.2 million square feet or 2.2 million square meters (12.1% of all existing office space in the capital). The aggregate floor area of properties leased and purchased on the capital’s office real estate market was 5.05 million square feet or 1.54 million square meters.

In 2020, new construction of retail properties (retail spaces with floor areas starting from 4 921 sqft or 15 000 m²) in Moscow totaled around 761 155 sqft or 232 000 m². Over the year 2021, new construction of commercial property of this kind in the capital is expected to amount to 656 168 sqft or 200 000 m².

And so, the commercial real estate market has greatly stratified in terms of its indicators and prospects, and these are inevitably experiencing adjustments as reality sets in. For investors, the current situation grants a choice of instruments for the growth of their capital, because select niches on the commercial real estate market do indeed have good prospects for growth.

Moscow is the capital of Russia, located in the west of the country on the river of the same name in the center of the East European Plain.

Why is it profitable to buy apartments from the developers in Moscow?

The city is the largest in terms of population - more than twelve million people live there. Moscow is interesting for investors, the real estate market is huge, including new builds.

The headquarters of most large companies (Russian, transnational), more than half of the central offices of Russian banks, instrument-making, mechanical engineering, metallurgical, light, chemical and food industries are located in Moscow. There is a tendency to move industrial enterprises out of the city.

The metropolis is of great importance as a transport hub through the airports of which flights are carried out, there are nine railway stations, three river ports. The Moscow Metro is one of the world leaders in terms of passenger traffic, ramification and total length.

Applicants come here, 124 higher educational institutions are waiting for them. A large number of research institutes are located in Moscow, as well as leading developments in various branches of science.

The climate is moderately continental, seasonality is clearly expressed.

New builds for sale in Moscow are being built in huge numbers. Most of the construction is funded by investors - sixty percent, that is, investors are still active (much will depend on the economic situation in the future).

The sale of apartments from developers is carried out through special accounts - when the contract is concluded, buyer's money is deposited into the bank on an escrow account. Developer has the right to receive funds after the delivery of the house, the transfer of the apartment to the buyer. Thus, if new builds for sale in Moscow from the developers are being built with funds received from banks on terms of payment of interest, it is unprofitable for the developers to violate the deadline for delivery of the object. At first glance, this is a positive factor and a well-thought-out mechanism, indicating the desire to prevent cases of fraud, dishonesty of developers; at the same time, it is an indirect confirmation of the general lack of trust, based on the experience of past years, an assessment of the situation in the present.

Apartments in Moscow from the developers are offered on installment plan basis, profitable promotions are announced, discounts are provided, and investor-buyer receives new modern communications and well-thought-out layouts. Investments generate high passive income (rent, resale) as property prices rise.

Residential complexes in Moscow are being built in compliance with European standards. Developers have positive quality reviews.

The minimum price per square meter for an apartment in a black frame is $510, according to the real estate search engine GEOLN.COM.

Criteria for choosing an apartment

The location relative to the transport network determines the degree of housing liquidity. In addition, before deciding to buy an apartment in Moscow in the new home for sale, you should analyze the prospects for the development of the location. For long-term investments, it is advisable for investors to consider residential complexes in the area of operation of the projected metro stations. Those that are close to the existing stations are also suitable, the price level in this case will be higher (the presence of the metro influenced the formation of prices). In any case, proximity to the "old" Moscow, the metro is still the most important criterion.

In the "new" Moscow (on the territory that was annexed in the course of a large-scale expansion project) infrastructure facilities are being built and jobs are being created. Why developer Tom Intrator might not be done with his Pinch District plans just yet

Developer Tom Intrator may be looking for a partner amid the Pinch District sale and not a full-on fire sale.

"We got a few offers quietly both to sell or joint venture," he said via text to The Commercial Appeal. "My expectation is we likely will partner with an out-of-state developer as we very much believe in the development and the city."

Partnerships are nothing new in real estate business, and certainty not in Downtown Memphis. Nearby 100 N. Main recently saw a partnership between local developers and Kansas City-based Block Real Estate Services . Block was previously a rival during the initial bid process for the 100 N. Main redevelopment project.

On March 22, news broke that Intrator's 5.56-acre Pinch District development site was for sale . Real estate firm Newmark is brokering the sale.

The listing includes the 21-parcels acquired by Intrator and his 18 Main LLC firm. The $1 billion mixed-use development, which was announced in 2019, includes multifamily, commercial and office space along with an unnamed 406-room hotel. The site extends from Shadyac Avenue on the northern end to Jackson Avenue on the Southern half and is located primarily between between North Main and North November streets.

Will the Pinch District incentives carry over?

The Newmark listing states potential buyers will "have the opportunity to assume up to $400 million of approved development incentives such as a PILOT, TIF and tax rebates." The listing also notes the approved 419-foot height variance approved for the development site.

On March 22, the listing noted $500 million of approved development incentives and has since changed to $400 million. However, that listing is slightly misleading regarding incentives and what is ultimately included.

The height variances and approved mixed-use development, zoning and land acquisition are all fair game. In June 2022, the Memphis and Shelby County Board of Adjustment approved a height variance that would allow for two buildings to share a 420-foot height limit.

The payment-in-lieu-of-taxes (PILOT) may not carry over. A 30-year PILOT was approved for the project in 2019. In May 2023, the Center City Revenue Finance Corp., an affiliate board of the Downtown Memphis Commission approved an extension for the PILOT that would push back its closing date until May 9, 2024.

Downtown Memphis Commission staff confirmed that PILOT transfers have happened, however, transfers prior to a PILOT closing are a rarity. The first step toward any board approval for a transfer would require the PILOT to be closed and financing secured. Additionally, without any significant construction or site development completed yet, such a transfer would be unlikely to be approved. There's also the caveat that any new developer coming in would have to accept all the previous development plans under the approved PILOT, which includes a 406-room hotel, approximately 942 residential units, retail space and more than 222,000 square feet of office space.

The last PILOT transfer the Center City Revenue Finance Corp. board approved was in September 2022 for the Chisca on Main. Main Street Apartments LLC transferred ownership to Rockcreek Plaza Apartments LP. The historic Chisca Hotel redevelopment was approved for a 20-year PILOT in 2012. The PILOT closed in 2014, and the historic property reopened as the Chisca on Main in 2015. Rockcreek inherited the remaining time left on the PILOT.

The Pinch District development site is also located in the Uptown TIF district, however, it is not eligible because it has already been a approved for a PILOT.
