How to Create a Strategic Plan
Looking for a way to take your company in a new and profitable direction? It starts with strategic planning. Keep reading to learn what a strategic plan is, why you need it and how you can strategically create one.
What Is a Strategic Plan?
When it comes to business and finance, strategic planning will help you allocate your resources, energy and assets. When implemented, a strategic plan will begin to move your operations in a more profitable direction. The primary goal of the plan is to ensure you and any other stakeholders are on the same page and striving to reach the same goal.
Creating a strategic plan requires a disciplined effort. Once you put the plan into action, it will influence the segment of customers that you target, how you serve those customers and the experience those customers have.
Assess the Current Infrastructure and Operations
The first step in creating a strategic plan is to carefully assess your existing infrastructure and operations. You can do this through a SWOT analysis, which is an analysis of the company’s strengths, weaknesses, opportunities and threats. The goal here is to pinpoint the resources that you use to carry out your day-to-day operations, to look at your monthly revenue patterns, to list any company challenges related to the customer experience and, most importantly, to look at your marketing methods and ways to improve the overall customer experience.
Creation of Mission Statement and Objectives
The next step is to create a mission statement. You may already have one, but it’s important to note your mission at the top of the strategic plan document you create. This ensures everyone is focused on the same goal. Your mission statement should cover why you started the company and what you intend to accomplish through the products and services that you offer.
In addition to the mission statement, make sure to outline both short- and long-term objectives. List the objectives according to their priority and designate certain managers or employees to be responsible for each one. Also, jot down the resources that will be used to achieve each objective.
Measure Performance
Now that you know what you’re trying to achieve and who is responsible for each goal, it’s time to deploy the plan and measure its progress. A weekly meeting is extremely important for all managers and stakeholders provide feedback. Your goal is to determine if the company is headed in the right direction. If not, you’ll need to revise the strategic plan accordingly.
Strategic Plans Are Ongoing
Once your strategic plan helps you achieve several objectives, it’s smart to regroup and set new objectives. As your company grows, you can set new goals to ensure the company keeps moving forward. You can share the success of your strategic plan with potential investors as a way to tap into new capital funding.

Public Exhibition: Draft Revised Community Engagement Strategy
At the July meeting of Council the revised and updated Community Engagement Strategy was adopted. The Community Engagement Strategy 2023 – 2033 is now available on the Council’s Plans and Strategies page. Thank you to everyone who contributed to the update.

At the July meeting of Council the revised and updated Community Engagement Strategy was adopted. The Community Engagement Strategy 2023 – 2033 is now available on the Council’s Plans and Strategies page. Thank you to everyone who contributed to the update.Community engagement is at the heart of local government. It helps communities to be active participants in shaping their own future and play a part in positive change. Councils have a vital role to play in opening opportunities for community members to be involved in strategic planning processes, service delivery and community life.
Council is required to have a Community Engagement Strategy. Our first Community Engagement Strategy was adopted by Council in 2018. It's now time to update it and we're seeking your input.
The Georges River Community Engagement Strategy 2022-2032 has been revised with the following updates:
- Community profile data from the 2021 Census,
- Planning and development notifications and commitments,
- And the inclusion of Council's Child Safe Organisation commitment, specifically the National Principle 2: 'Children and young people are informed about their rights, participate in decisions affecting them and are taken seriously'.
Note: The exhibited draft Community Engagement Strategy 2022-2032 was updated and re-posted on 28 April 2023 to include proposed changes that were inadvertently omitted from the final draft exhibition document.
The only significant change was to include the following additional site notification requirements for Planning Proposals (on page 29 of the document):
A site notice will be placed on the site the subject of a Planning Proposal following receipt of a Gateway Determination for information purposes only. The site notice will include a QR code to link back to Council’s website containing further information on the Planning Proposal.
The only other (minor) changes made include updating some non-functioning links within the document.
The exhibition period has been extended to 26 May 2023 to ensure the full 28 day exhibition period is available for public comment on the amended document.
Findings from the 2023 Community Wellbeing and Satisfaction Survey will also be applied and incorporated ready for the July Council Meeting.

Public Exhibition of Draft Community Strategic Plan 2017-2027, Draft Delivery Program 2018-2022 and Resourcing Strategy 2020-21
Consultation has concluded
Council has placed its Draft Community Strategic Plan 2017-2027, Draft Delivery Program 2018-2022 and Resourcing Strategy 2020-21, on public exhibition for a period of 28 days, to:
- align to extend legislative timelines for Integrated Planning and Reporting (IP&R);
- adopt previously exhibited Delivery Program 2018-2021 changes; and
- meet the requirements of Council’s Special Rate Variation application to IPART.
The review of the Community Strategic Plan 2017-2027, Delivery Program 2018-2021 and Resourcing Strategy 2020-2021 is in response to legislative time-frame adjustments and regulatory compliance, and in preparation for Council’s Special Rate Variation (SRV) application in 2021.
In response to COVID-19, the NSW Government extended a number legislative time-frames. These changes included postponing the Council Elections that were due to be contested in 2020 to the new date of 4 September 2021. Accordingly, the Council’s current Delivery Program will apply for a further 12 months and any proposed additional activities, that are significantly different to those in the existing document, are required to be placed on public exhibition.
It has also come to Council’s attention that a series of minor changes to the Delivery Program 2018-2021 were placed on public exhibition, but not included in the suite of Integrated Planning and Reporting documents adopted on 26 June 2019. Those changes are included in the Draft Delivery Program 2018-2022 attached to this report and are recommended for public exhibition.
Additionally, at the Ordinary Council Meeting on 28 October 2020, Council resolved to commence community engagement on a proposed Special Rate Variation application and to formally notify IPART that Council intends to submit a Special Rates Variation. In order to comply with the expectations of IPART, Council must review the Community Strategic Plan 2017-2027, Delivery Program 2018-2021 and Resourcing Strategy 2020-2021 to include reference to its intention to apply.
The rating impacts of SRV scenarios have been communicated to the community and the following SRV options have been proposed:
- A permanent SRV of 18.5% plus 2.0% rate peg (total 20.5%) commencing in 2021-22;
- A permanent SRV of 8.5% plus 2.0% rate peg (total 10.5%) commencing in 2021-22; and
- Discontinuation of the temporary SRV of 10% (above the rate peg) applied by the former Armidale Dumaresq Council and ending on 30 June 2021.

Community Strategic Plan (CSP)

Central Coast Council invited the community to provide their feedback on the revised Community Strategic Plan (CSP) between 20 December 2021 and 21 January 2022.
In acknowledgement of the financial situation and the community sentiment, Council revised the CSP, which is the highest level of Strategic Planning undertaken by local council and identifies the main priorities and aspirations of the community. The CSP provides Council with a clear set of objectives to achieve the community vision and sets the ten-year plan for the future.
Under normal circumstances a full review of the CSP would not be required until a local government election is held however, since its adoption in 2018 - Councils financial situation has significantly changed. The current CSP does not reflect the current community sentiment, nor does it acknowledge Council’s commitment financial responsibility on behalf of the community.
Central Coast Council is currently under administration and considering the options available to maintain its services and rates via the Special Rate Variation process with IPART. As part of the Special Rate Variation (SRV) process, Council must re-exhibit the CSP. As part of the re-exhibition Council has strengthened the Responsible theme to better reflect community sentiment and further demonstrate Council’s commitment to financial responsibility.

Outcomes of exhibition
Thank you to those who provided submissions and feedback on the draft Revised Community Strategic Plan. All feedback has been thoroughly reviewed and recommendations were made in a Council Report .
At the meeting of Council on 3 February 2022, Council noted the submissions received during the public exhibition period and resolved to adopt the Revised Community Strategic Plan.
As also noted, Council will undertake another exhibition in May 2022. As Council has had to unavoidably exhibit these IP&R documents over the December 2021 and January 2022 holiday period. These documents do not come into effect until 1 July 2022 and given their importance, this will allow for further amendments, based on community feedback, to be considered.
Will Council proceed with its application to IPART
Yes. At the meeting of Council on 3 February 2022, Council resolved to proceed with its application to IPART to secure the current rate income for a further 7 years.

What is the Community Strategic Plan (CSP)?
The Community Strategic Plan (CSP) represents the highest level of strategic planning undertaken by a local council and identifies the main priorities and aspirations of the community, providing a clear set of objectives to achieve this vision. It is a ten-year plan for the future.
Council has a custodial role in engaging, refining and preparing the plan on behalf of its community. Council must always keep the CSP at the forefront when planning, designing and implementing projects, to make sure it is delivering on the Community’s desires and needs.
The inaugural Community Strategic Plan, One - Central Coast, was adopted by Council on 25 June 2018.
How does the Community Strategic Plan align with the other strategic documents such as the Resourcing Strategy and the Delivery Program (including Operational Plan)?
The CSP is the highest level of strategic planning undertaken by a local council and identifies the main priorities and aspirations of the community, providing a clear set of objectives to achieve this vision. The Delivery Program (including Operational Plan) then details what actions, projects, programs and activities Council will do in order to achieve those objectives. The Resourcing Strategy supports the Delivery Program and identifies how Council will deliver those actions, projects, programs and activities through its finances, people and assets.
Why is Council revising the Community Strategic Plan?
Since its adoption Council’s financial situation has significantly changed. The CSP as it stands does not reflect the current community sentiment or acknowledgement of Council’s commitment to financial responsibility on behalf of the community.
In usual circumstances a full review of the CSP isn’t required until a local government election is held. As Central Coast Council is currently under Administration, the elections have been deferred by the Minister for Local Government until later in 2022. In this intervening time, it is important that the CSP still reflects the community’s wants and needs now, recognising that a full CSP review will be undertaken with the community and elected body once the elections are held.

An additional public exhibition period for the Community Strategic Plan will be provided in May 2022 at which point a more comprehensive review will have been undertaken in consideration of the IPART Special Rate Variation determination.
A comprehensive review of the Community Strategic Plan will be triggered by the local government election. A date for the election is yet to be announced by the Minister for Local Government but is expected to occur sometime in late 2022.

In acknowledgement of the financial situation, Council revised the Community Strategic Plan (CSP) which was placed on public exhibition between 20 December 2021 and 21 January 2022. The revised version strengthened the Responsible theme to better reflect community sentiment and further demonstrate Council’s commitment to financial responsibility. At the time, Central Coast Council made a commitment to the community to re-exhibit the Revised CSP following the Special Variation decision from IPART .
Council also committed to establishing a Community Reference Group (CRG) to provide advice and guidance on the Revised CSP and the Delivery Program 2022-2025, helping to ensure both are appropriate, effective and focus on the needs of the Central Coast and its residents.
As a result, the draft Revised CSP was informed by the CRG’s input.

Council exhibited the draft Revised CSP between 20 December 2021 and 21 January 2022 to support Council’s IPART Special Variation (SV) application. At the time, Council made a commitment to the community to re-exhibit the CSP in May 2022 once Council had received the IPART SV determination.
Council also established and worked with a Community Reference Group to ensure that the CSP reflect the thoughts and opinions of the community regarding the financial situation.
The draft Revised Strategic Plan was re-exhibited between 25 May and 21 June 2022.
What information was used to inform the Draft Revised Community Strategic Plan?
The development of the Revised CSP, Resourcing Strategy and Delivery Program (including the Operational Plan) have been informed by Councils Financial Recovery Plan, feedback provided by the community during the earlier exhibition and the Community Reference Group (CRG).

Community Strategic Plan Review
Consultation has concluded

Council is undertaking a review and update of the Community Strategic Plan (CSP) known as Wingecarribee 2031+ which was adopted in 2010 following extensive community engagement.
The plan presents the community vision for our Shire in the year 2031 and identifies goals and strategies to achieve this long term vision.
Our Council is responsible for developing and reviewing the plan, one of the most important documents for our Shire, but its implementation is a shared responsibility with other partners such as State agencies and community groups.
We’re keen to actively involve the whole community in a review and update of the plan. In coming months there will be a range of opportunities for locals to have their say including:
- Telephone survey with a random representative sample of residents, businesses and organisations (Micromex Research - October 2016)
- Online survey (17 October to 20 November 2016) hosted by Micromex Research
- Reference Panel (recruiting in December, meeting in early 2017 )
- Public exhibition of draft revised plan and submission period from 28 April to 28 May 2017

Council to consider adopting Community Strategic Plan
A report outlining community feedback received during public exhibition of Council's corporate and community strategic documents will be considered at the General Meeting to be held on 14 June 2017.
Council will be invited to adopt the amended documents.

Revised plan now on exhibition

In 2016 Council undertook a review and update of the Community Strategic Plan (CSP) with extensive community engagement undertaken via surveys and a community reference panel. The CSP presents the community vision for our Shire in the year 2031 and identifies goals and strategies to achieve this long term vision.
Feedback provided during consultation has been incorporated into the revised draft Community Strategic Plan which is now exhibited for the public to provide comment.
To ensure the aspirations of the Community Strategic Plan are delivered Council has prepared and is also exhibiting the following corporate planning documents:
- Delivery Program and Operational Plan including budget, revenue policy, fees and charges
- Resourcing Strategy including long term financial, workforce and asset management planning

Community Reference Panel Workshops complete
Three workshops were held in late February and early March with Community Reference Panel members.
The interactive workshops focused on aspirations, goals and strategies.
Suggestions for changes to the current plan are now being reviewed prior to public exhibition of the new draft Community Strategic Plan.
Volunteers sought for CSP review

Council is undertaking a review and update of the Community Strategic Plan (CSP) known as Wingecarribee 2031+ which was adopted in 2010 following extensive community engagement. We’re inviting residents interested in the long term future of our Shire to nominate themselves for a temporary reference group. We will be running a number of workshops with the group in early February to:
- consider community feedback received via surveys in November;
- explore the relevance of our CSP vision, goals and strategies; and
- guide development of a revised Community Strategic Plan.
We hope the group’s members will represent a diverse range of age groups, viewpoints and experiences from across the shire.

A telephone survey with a random representative sample of residents, businesses and organisations will also be conducted.

What is a Local Strategic Planning Statement (LSPS)?
In March 2018, amendments to the Environmental Planning and Assessment Act 1979 (the EP&A Act) introduced a new requirement for local councils to prepare and make an LSPS. The LSPS sets out the 20 year vision for land use in the local area, the shared community values that are to be maintained and enhanced, how growth and change will be managed into the future, and the special characteristics which contribute to local identity (planning.nsw.gov.au). Additionally, the LSPS responds to land use questions for the LGA; gives effect to Regional and District Plans; informs amendments to LEPs and DCPs; acts as a mechanism to introduce change in the LGA; and integrates land use planning across the EP&A Act and the Local Government Act (planning.nsw.gov.au). In the context of the Willoughby LGA, the LSPS also provides information on the following:
o The existing and future character of Willoughby.
o Where future housing, jobs and services will be located.
o Information on future infrastructure requirements such as community facilities and transport initiatives.
o Protection of the environment and heritage values, areas and items.
What is the purpose of an LSPS?
The LSPS is intended to demonstrate alignment with actions in the North District Plan with Council’s own priorities and actions consistent with Council’s Community Strategic Plan Our Future Willoughby 2028 and other strategic land use planning documents.
Greater Sydney councils are required to exhibit a draft LSPS by 1 October 2019 with a final version in place by 1 April 2020. The Department of Planning, Industry and Environment has prepared a LSPS Guideline for Councils to assist in the preparation of the Statements. What information does the LSPS contain?
The legal requirements for an LSPS are outlined in section 3.9 of the Environmental Planning and Assessment Act (EPA) Act. The legislation requires that the LSPS should include the following sections and information:
(a) Context - the basis for strategic planning in the area, having regard to economic, social and environmental matters and including preparation of a 20-year vision.
(b) Planning priorities - the land-use planning priorities for the area that are consistent with any strategic plan applying to the area and (subject to any such strategic plan) any applicable community strategic plan under section 402 of the Local Government Act.
(c) Actions - the actions required for achieving those planning priorities
(d) Implementation - the basis on which the council is to monitor and report on the implementation of those actions.
When is the public exhibition?
The public exhibition period will run for 6 weeks from Thursday 15 August to Friday 27 September 2019. A number of community information and drop-in events are to be held during the exhibition period. This will provide the opportunity for questions to be answered by Council staff. The sessions are to be held at Council or Dougherty Centre on:

o Thursday 22 August 6 – 7:30 pm
o Thursday 5 September 1:30 – 3:30 pm
o Thursday 5 September 6 – 7:30 pm

The LSPS will be available online at www.haveyoursaywilloughby.com.au . A limited number of printed copies of the draft LSPS will be available at Council offices at Level 4, 31 Victor Street Chatswood.

What happens after the public exhibition is finished?
Following the conclusion of the exhibition period all submissions will be considered by Council and the outcome reported to Council. A final LSPS will be prepared, at which point assurance will be required from the Greater Sydney Commission that it supports the final LSPS.
The final LSPS will also reflect the outcomes of the finalised Local Centres and Housing Strategies. A final LSPS is expected to be considered by Council early in 2020 for finalisation by 1 April 2020.
The Implementation phase follows adoption of the LSPS and includes undertaking LEP/DCP amendments, actioning initiatives through Council’s Delivery Program and Operational Plan, considering outcomes of future reviews of regional/district/local plans and monitoring and reporting on actions according to agreed performance indicators. The LSPS will be subject to regular reviews, with the minimum requirement being a formal review at least every seven years.
