The Export Promotion Bureau reveals that the Bangladeshi furniture industry boasts a staggering worth of Tk 25,000 crore. This financial feat showcases the industry’s significance and its burgeoning impact on the national economy.

Beyond its borders, the Bangladeshi furniture industry has spread its wings, achieving remarkable success in foreign markets. Over the past decade, data from the Export Promotion Bureau highlights a staggering 267 percent surge in exports. In the fiscal year 2011-2012, the country’s furniture exports stood at USD 27.14 million, soaring impressively to USD 76.41 million in the fiscal year 2019-2020.

Leading the charge towards this exceptional growth story is HATIL Complex Ltd, a name synonymous with innovation and excellence. As the country’s foremost furniture brand, it has become a game-changer in the Bangladeshi furniture landscape.

The evolution of HATIL was set in motion by Selim H. Rahman, the eldest son of Habibur Rahman, who is currently the chairman and managing director of HATIL Complex Ltd. Recognizing the industry’s traditional approach and lack of innovation, Selim embarked on a visionary journey.

Fast forward to today, nearly 35 years since its inception, HATIL has cemented itself as a household name. With 75 outlets across the nation and 18 overseas, it stands as a testament to unwavering commitment and resilience.

In an interview, Selim H. Rahman, the driving force behind HATIL and a pioneer in the Bangladesh furniture industry, shares his insights on the sector’s past and future.

The Transformation of the Local Furniture Industry

Selim H. Rahman: The furniture industry in Bangladesh has undergone significant development. Gone are the days when we heavily relied on imported foreign furniture to meet local demands. Thanks to government support and opportunities, local manufacturers have stepped up to fill this gap.

Challenges and the Need for Reform

Selim H. Rahman: While the industry has grown, it faces critical challenges. The lack of proper policies and regulations has led to varying manufacturing practices and standards within the furniture market. This disparity impacts pricing, with compliant brands facing higher production costs. Establishing structured guidelines is essential to unlock the industry’s true potential.

Preparing for LDC Graduation

Selim H. Rahman: As we approach our LDC graduation in 2026, we must prepare to compete in the global market . The trade benefits we enjoy today will change, and we need to develop the capabilities required to stay competitive. However, adequate preparation and communication on this matter are still lacking.

The Role of Public-Private Partnerships

Selim H. Rahman: Effective communication between the government and private sector is vital. We must address the shortage of skilled labor in the industry by revising education curricula. Additionally, changing perceptions about careers in carpentry and wood industries is crucial to attract young talent. Government policy support, such as duty-free import of raw materials, can catalyze growth, as witnessed in the Ready-made Garment (RMG) industry.

Navigating Global Supply Chain Disruptions

Selim H. Rahman: HATIL sources raw materials sustainably from overseas, but global supply chain disruptions pose challenges. To mitigate these risks, we explore local alternatives for some materials. Research and development efforts are underway to find domestic substitutes for imported materials. We are also diversifying international sources to ensure business continuity.

The Bangladeshi furniture industry , once rooted in tradition, is now on the cusp of transformation. Through visionary leadership, policy reforms, and innovative strategies, it has the potential to reach greater heights. As Bangladesh prepares to shed its LDC status, the furniture industry must adapt and evolve to compete globally. With public-private collaboration and a commitment to sustainability, this thriving sector can truly reach its full potential.

The Bangladeshi Furniture Industry Requires Reforms to Achieve its Full Potential HATIL, Chairman, Selim H. Rahman

The furniture industry in Bangladesh has seen significant growth, with an annual growth rate of 19-20 percent. The current size of the furniture industry in Bangladesh is worth Tk 25,000 crore, and there has been a remarkable 267 percent surge in furniture exports over the past decade. Leading this growth is HATIL , the country’s leading furniture brand, which initially focused on door manufacturing and later expanded its product range to include household furniture items.

HATIL now has 75 outlets across the country and 18 outlets overseas. The Chairman and Managing Director of HATIL, Selim H. Rahman, discussed various aspects of the thriving sector in an exclusive interview. He highlighted the government’s role in encouraging the growth of the local furniture industry and the need for proper policies and regulations to establish a structured system for consumers and manufacturers. Selim H. Rahman, emphasized the importance of public-private partnerships and communication with the government regarding policy issues in the furniture industry.

He also addressed the challenges of global supply chain disruptions, stating that HATIL sources raw materials sustainably from overseas. However, supply chain disruptions could pose significant threats to their business. Selim H. Rahman, mentioned the importance of finding local alternatives for certain materials and diversifying import options to mitigate such risks.

How does the present state of the local furniture industry compare to its past status?

Selim H. Rahman:  The furniture sector in Bangladesh has undergone remarkable transformation in recent years. To clarify, there was a period when a considerable quantity of foreign-imported furniture was essential to satisfy consumer requirements. However, this reliance on imports has since waned, thanks to the capacity of local manufacturers to meet the demand.

The government has played a pivotal role in this evolution, actively fostering the growth of the domestic furniture industry. In this regard, the government has extended policy support and created opportunities for industry development.

What are the main obstacles facing this industry?

Selim H. Rahman:  In our country, the business culture often leads to multiple entrepreneurs entering the same sector when a business based on a particular product or demand is initiated. This phenomenon contributes significantly to the growth of various sectors within the Bangladeshi furniture industry. However, it’s essential to recognize that some participants in the furniture market disregard proper manufacturing practices and fail to meet industry standards due to the absence of adequate policies and regulations. Conversely, compliant brands incur higher production costs, including taxes and VAT imposed by the government, which eventually leads to elevated prices for consumers.

What is urgently needed is the establishment of a structured system that benefits both consumers and manufacturers. The development of industry guidelines is of paramount importance. The absence of specific criteria or policies governing the furniture industry also results in revenue loss for the government. Implementing reforms has the potential to unlock the industry’s full capabilities.

Moreover, there is significant employment potential for young people if they receive appropriate training. Furniture is an essential item for human civilization, as every household requires some form of furniture, even if it’s minimal.

Bangladesh is set to graduate from its status as a Least Developed Country (LDC) by 2026, prompting discussions about export diversification.  How is the furniture industry preparing for this change, and what steps is HATIL taking in response?

Selim H. Rahman:  As of now, we have not received detailed information about the opportunities, benefits, and challenges associated with our LDC graduation. Nevertheless, it is clear that post-graduation, we will have to compete in the global market without the trade benefits we currently enjoy. To remain competitive, we must develop the necessary capabilities. We have yet to witness substantial preparations in this regard.

One key factor in the growth of industries is public-private collaboration.  Can you shed light on the interaction between the government and the furniture industry concerning policy matters?

Selim H. Rahman:  There is some ongoing dialogue in this area. A notable issue is the scarcity of skilled labor required for the industry’s growth. It is imperative to address this through adjustments in our educational curriculum, particularly in polytechnic institutes, where woodworking is not a primary focus.

Another challenge is the perception among young individuals regarding career choices. Carpentry is often viewed as more complex compared to the garment industry. Due to these societal perceptions and other factors, many educational institutions have discontinued related courses. We have discussed these concerns with the government, and efforts have been made to enhance relevant curricula. Both government and private sector collaboration is essential, and communication between the two is critical.

Furthermore, government policy support is crucial for any industry’s prosperity. The Ready-made Garment industry’s substantial growth can be attributed to government policies in the 1980s. Similar growth potential exists for the furniture industry if it receives essential policy support, such as duty-free import of raw materials, among other measures.

HATIL currently relies on external suppliers for raw materials. In light of the recent global supply chain disruptions triggered by the COVID-19 pandemic and the Russia-Ukraine conflict,  what strategies has HATIL implemented to navigate these challenges?

Selim H. Rahman:  HATIL does not use locally sourced wood for its furniture; instead, we acquire it sustainably from overseas sources. If disruptions occur in these sources, it poses a significant challenge. This could potentially force us to either halt operations or shift to locally available wood, which conflicts with our commitment to environmental sustainability. Additionally, certain raw materials we import are not produced domestically, and a supply chain crisis could pose a substantial threat to our business.

We are also exploring local alternatives for materials that were previously sourced from abroad, aiming to reduce dependency on imports. While not all materials have local alternatives due to a lack of industry for specific products, we continuously strive to find local substitutes. Research and development play a critical role in discovering these alternatives. Furthermore, we are diversifying our international sources to mitigate the risks of major supply chain disruptions.

Customer Analysis

The customer analysis section of your furniture store business plan must detail the customers you serve and/or expect to serve.

Competitive Analysis

Direct competitors are other furniture stores.

Indirect competitors are other options that customers have to purchase from that aren’t direct competitors. This includes department stores and online retailers among others. You need to mention such competition to show you understand that not everyone who purchases a new piece of furniture does so in a furniture store.

With regards to direct competition, you want to detail the other furniture stores with which you compete. Most likely, your direct competitors will be furniture stores located very close to your location.

For each such competitor, provide an overview of their businesses and document their strengths and weaknesses. Unless you once worked at your competitors’ businesses, it will be impossible to know everything about them. But you should be able to find out key things about them such as:

  • What types of customers do they serve?
  • What products do they offer?
  • What is their pricing (premium, low, etc.)?
  • What are they good at?
  • What are their weaknesses?

With regards to the last two questions, think about your answers from the customers’ perspective. And don’t be afraid to stand outside your competitors’ locations and ask customers as they leave what they like most and least about them.

The final part of your competitive analysis section is to document your areas of competitive advantage. For example:

  • Will you provide superior furniture?
  • Will you provide products or services that your competitors don’t offer?
  • Will you make it easier or faster for customers to acquire your products?
  • Will you provide better customer service?
  • Will you offer better pricing?

Think about ways you will outperform your competition and document them in this section of your plan.

Marketing Plan

Product : in the product section you should reiterate the type of furniture store that you documented in your Company Analysis. Then, detail the specific products you will be offering. For example, in addition to regular furniture, will you offer items such as lighting, decor, or outdoor furniture?

Price : Document the prices you will offer and how they compare to your competitors. Essentially in the product and price sub-sections of your marketing plan, you are presenting the items you offer and their price ranges.

Place : Place refers to the location of your furniture store. Document your location and mention how the location will impact your success. For example, is your furniture store located in a high-traffic retail area, or next to an architect, etc. Discuss how your location might provide a steady stream of customers. 

Promotions : the final part of your furniture store marketing plan is the promotions section. Here you will document how you will drive customers to your location(s). The following are some promotional methods you might consider:

  • Making your storefront extra appealing to attract passing customers
  • Advertising in local papers and magazines
  • Reaching out to local bloggers and websites 
  • Social media marketing and advertising
  • Local radio advertising
  • Banner ads at local venues

Operations Plan

While the earlier sections of your business plan explained your goals, your operations plan describes how you will meet them. Your operations plan should have two distinct sections as follows.

Everyday short-term processes include all of the tasks involved in running your furniture store such as serving customers, procuring inventory, keeping the store clean, etc.

Long-term goals are the milestones you hope to achieve. These could include the dates when you expect to serve your 10,000th customer, or when you hope to reach $X in sales. It could also be when you expect to hire your Xth employee or launch a new location.

Management Team

To demonstrate your furniture store’s ability to succeed as a business, a strong management team is essential. Highlight your key players’ backgrounds, emphasizing those skills and experiences that prove their ability to grow a company. 

Ideally you and/or your team members have direct experience in the furniture store business. If so, highlight this experience and expertise. But also highlight any experience that you think will help your business succeed.

If your team is lacking, consider assembling an advisory board. An advisory board would include 2 to 8 individuals who would act like mentors to your business. They would help answer questions and provide strategic guidance. If needed, look for advisory board members with experience in furniture stores and/or successfully running retail and small businesses.

Income Statement : an income statement is more commonly called a Profit and Loss statement or P&L. It shows your revenues and then subtracts your costs to show whether you turned a profit or not.

In developing your income statement, you need to devise assumptions. For example, will you serve 100 customers per day or 200? And will sales grow by 2% or 10% per year? As you can imagine, your choice of assumptions will greatly impact the financial forecasts for your business. As much as possible, conduct research to try to root your assumptions in reality.

Balance Sheets : While balance sheets include much information, to simplify them to the key items you need to know about, balance sheets show your assets and liabilities. For instance, if you spend $100,000 on building out your furniture store, that will not give you immediate profits. Rather it is an asset that will hopefully help you generate profits for years to come. Likewise, if a bank writes you a check for $100.000, you don’t need to pay it back immediately. Rather, that is a liability you will pay back over time.

Cash Flow Statement : Your cash flow statement will help determine how much money you need to start or grow your business, and make sure you never run out of money. What most entrepreneurs and business owners don’t realize is that you can turn a profit but run out of money and go bankrupt. For example, let’s say a company approached you with a massive $100,000 office furniture contract, that would cost you $50,000 to fulfill. Well, in most cases, you would have to pay that $50,000 now for inventory, delivery, employee salaries, etc. But let’s say the company didn’t pay you for 180 days. During that 180 day period, you could run out of money.

In developing your Income Statement and Balance Sheets be sure to include several of the key costs needed in starting or growing a furniture store:

  • Location build-out including design fees, construction, etc.
  • Cost of inventory
  • Payroll or salaries paid to staff
  • Business insurance
  • Taxes and permits
  • Legal expenses

Attach your full financial projections in the appendix of your plan along with any supporting documents that make your plan more compelling. For example, you might include your store design blueprint or location lease.

Policy support required to boost Bangladesh's furniture exports

Vietnam's imposition of low tariffs on raw material imports has been a key factor in the growth of their furniture industry, while bangladesh faces challenges in furniture exports due to the elevated cost of raw materials.

The furniture industry, following ready-made garments, stands out as one of the most labour-intensive sectors in the country, engaging 25 lakh people across more than 40,000 small and large organisations nationwide.

With an annual turnover exceeding Tk35,000 crore in the domestic market, significant strides have been made, leading to the development of major brands within the country's furniture industry and unlocking substantial potential in the export market.

A recent study by the Bangladesh Investment Development Authority (BIDA) underscores the considerable prospects for furniture exports. Factors such as the abundance and availability of labour, capital inflows, technological advantages, and global market demand are identified as potential catalysts for growth. Additionally, the study highlights tariff reductions and policy support, including provisions for bonded warehouse facilities for raw material imports.

According to the BIDA study, the current global trade volume of furniture stands at $650 billion, with exports amounting to $328.64 billion. China leads in furniture exports, with a value of about $139.48 billion, while Bangladesh ranks 36th, exporting furniture worth $110.36 million per year.

Selim H Rahman, president of the Bangladesh Furniture Industry Owners Association and chairman and managing director of HATIL, shared with TBS that 95% of the country's furniture demand is being met by domestically produced furniture. 

"Our current objective is to penetrate the international market. It requires cooperation from the government," he added.

Rahman noted that the industry's dependence on imported raw materials, such as hardware, lacquer, and fabrics, and challenges arising from combined duty, tax, and VAT exceeding 100%, are holding the industry back. 

He stressed the need for a bonded warehouse facility to enhance furniture exports, advocating for government policy support. Rahman also highlighted the absence of formal education focused on the furniture industry, urging an expedited process to develop skilled manpower.

Expressing optimism, he pointed to Vietnam's success in furniture exports, "If Vietnam can, why not us? With government support through short-term, medium-term, and long-term plans, Bangladesh could aspire to become one of the top 5 exporting countries globally within the next decade."

Furniture exports from Bangladesh to 61 countries

As per BIDA, the furniture industry in Bangladesh took a significant step forward when Otobi, established in 1975, started producing branded furniture in the country. Currently, there are over 100 small and large furniture manufacturing companies, including notable brands like HATIL, Partex, Navana, Akhtar, Nadia, Regal, and others. Additionally, about 40,000 small and large companies contribute to the country's vibrant furniture manufacturing landscape.

In the last fiscal year, Bangladesh successfully exported furniture products worth $110 million to 61 countries. The US emerged as the top importer of furniture from Bangladesh, accounting for more than 50% of export earnings in the 2021-22 fiscal year. Following the US, Japan constituted 16%, France 9%, India 4%, South Kararia 3%, Canada 2%, and the remaining products were exported to Saudi Arabia, Spain, and other countries.

Commerce Minister Tipu Munshi, recently speaking at the National Furniture Fair's inauguration, pledged the government's comprehensive assistance to identify and overcome obstacles in the field of exports. Munshi acknowledged the country's success in meeting domestic market needs. "We have been able to meet the market needs of the country. Now we have to focus on exporting furniture. We are working on providing a bonded warehouse for furniture for export," he said.

Highlighting the purchasing power of the country's 4 crore people, comparable to that of European nations, Minister Tipu Munshi noted that the middle to upper-class demographic could afford quality products at reasonable prices. 

Consequently, there is a growing demand for furniture within the country. "The cross section, between middle-class and upper-class, can buy good products at affordable prices. As a result, the demand for furniture is also increasing in the country," Munshi expressed confidence in the expanding market. 

Bonded warehouse facility to speed up export

Industries exclusively geared towards 100% export benefit from duty-free imports of raw materials through bond facilities. While exporting companies in the furniture sector fulfil both domestic and international demands, they currently lack access to bonded warehouse facilities.

Given that this sector falls short of the 100% export-oriented criteria, it is deprived of essential policy support, including bonded warehouse facilities. To propel the advancement of this industry, BIDA advocates for the provision of bond facilities, specifically for the import of raw materials by partial exporters.

"We conveyed the industry's challenges to BIDA, emphasising the need to simplify the bonding process," said Selim H Rahman. He articulated the industry's request for bonded facilities corresponding to the quantity of exportable products manufactured from the imported raw materials. 

The Bangladesh Furniture Industries Owners Association (BFIOA) has formally proposed to the National Board of Revenue (NBR) the inclusion of bond facilities in the national budget for the fiscal year 2023-24. The proposal suggests a duty bond facility for partially export-oriented industries, aligned with an equivalent bank guarantee.

The Vietnamese way

BIDA's examination of the tariff structure on the import of raw materials for furniture production in Bangladesh and that in Vietnam reveals a significant contrast. The Vietnamese government's imposition of low tariffs on raw material imports has been a key factor in the growth of their furniture industry. In contrast, Bangladesh faces challenges in furniture exports due to the elevated costs of raw materials.

The report highlights Vietnam's remarkable progress, with furniture exports surging from $3.06 billion in 2010 to $19.19 billion in 2021, attributable in part to duty-free facilities offered by the government. The majority of Bangladesh's furniture sector relies on imported raw materials, subject to varying import duties ranging from 10% to 127.72% — in stark contrast to Vietnam's total import duty of 0% to 45% for various raw materials.

High import duties on wood, a primary material for wooden furniture in Bangladesh, ranging from 10% to 37%, compared to Vietnam's 0% to 5%, contribute to the disparity. Bangladesh also contends with elevated import duties on chemicals, hindering furniture exports. 

Rahman advocates for industry-friendly import taxes to stimulate entrepreneurship and enhance the sector's role in furniture exports.

The report underscores the non-FSC certification of Bangladesh's wood, necessitating the import of FSC certified wood from abroad for export-oriented furniture production. Despite these challenges, Bangladesh faces higher tariff rates for timber imports compared to Vietnam, ranging from 10% to 37%. 

Besides, the total duty rate for the import of foam chemicals used in furniture manufacturing is currently 37% in Bangladesh, significantly higher than Vietnam's range of 0% to 7.5%. Similarly, various chemicals essential to the furniture industry, such as lacquer and dye, incur import duties ranging from 31% to 89.39% in Bangladesh. In contrast, exporting countries to Vietnam face duty rates ranging from 0% to 15%, depending on the specific country.

To enhance the country's furniture sector exports, in line with the successful model implemented by Vietnam, BIDA's report recommends a reduction in duty rates to a reasonable level or even the consideration of duty-free imports for raw materials intended for the exportable furniture sector.
