Digital transformation has been an often elusive goal for many public-sector organizations. However, the COVID-19 pandemic has both underscored its importance and diminished many barriers to digitalization, creating new momentum for governments to invest in their digital futures. In many countries, public-sector IT transformations are now progressing swiftly and are supported by an unprecedented amount of government funding. The task of many public-sector organizations now is to ensure that their digital transformation efforts yield tangible, value-creating outcomes for the public. The success of these IT projects will be measured not only on the realization of their expected benefits but also on whether these benefits are delivered on time and within budget.

McKinsey and Oxford Global Projects have collaborated on an extensive research program to better understand the outcomes and success factors of both private- and public-sector IT projects. The early research, conducted in 2011–12, suggested that half of all large IT projects—defined as those with initial price tags exceeding $15 million—exceeded their budgets due to broad challenges in delivery. 2 For further details, see Michael Bloch, Sven Blumberg, and Jürgen Laartz, “ Delivering large-scale IT projects on time, on budget, and on value ,” McKinsey, October 1, 2012; and Alexander Budzier and Bent Flyvbjerg, “Why your IT project may be riskier than you think,” Harvard Business Review , September 2011.

In the decade since the original results were published, the database has grown to include additional IT projects. Using this expanded set of data, our latest analysis yields the following key insights:

  • Only one in 200 projects delivered the intended benefits on time and within budget. On average, IT projects overall—regardless of size—exceeded their budgets by 75 percent, overran their schedules by 46 percent, and generated 39 percent less value than predicted.
  • Public-sector IT projects are more likely to miss their marks compared with private-sector projects—and at a greater cost. More than 80 percent of public-sector IT projects overran their schedules, while only half of private-sector projects experienced delays. Cost overruns were nearly three times higher on average for public-sector organizations than for their private-sector peers.
  • Across both the public and private sectors, four performance levers—strategy, technology, governance, and adoption—have an impact on the three metrics of IT project success: staying within budget, completing the project on time, and delivering the project’s intended benefits.

This article provides new, data-backed insights on how public-sector IT projects can improve their odds of delivering expected value on time and within budget. Below, we discuss the disparity in outcomes between private- and public-sector IT projects, analyze the impact of the four key levers of performance improvement, and present a set of clear and pointed questions to help public-sector organizations assess where they stand today and chart a course for more successful IT projects in the future.

The shortfalls of large-scale IT projects

About the research.

This research was conducted in partnership with Oxford Global Projects, with data collected from three sources: primary data collection from firms willing to share their project data; primary data collection through federal Freedom of Information Act requests (that is, US government project data); and desk study of published research.

Taken together, the database included 6,003 IT projects that were completed between 2001 and 2017. These projects span more than 66 countries, with the majority in Europe and North America, and include an even split of public- and private-sector IT projects across a range of industries.

Last year, McKinsey and Oxford Global Projects analyzed data from more than 6,000 public- and private-sector IT projects completed between 2001 and 2017 (see sidebar “About the research”). Across all three performance metrics—cost, timeline, and benefits—public-sector IT projects lagged behind their private-sector counterparts.

Only one in 200 IT projects delivers the intended benefits on time and within budget

Traditional measures of IT project success are delivering on budget, on schedule, and with the intended benefits. Measured against these individual factors, IT projects across sectors appear to perform relatively well: 59 percent of projects are completed within budget, 47 percent on time, and 44 percent with the intended benefits. 3 Our research compared the actual cost, actual time, and actual benefits against the estimates made for the final investment decision (also called the final business case). Costs include all costs from an owner’s perspective. Schedule is defined as the duration between the final investment decision and the go-live date. Benefits are measured as hard cashable benefits (for example, cost savings).

However, these figures obscure a less rosy picture. Projects that fail to meet their planned budget, time frame, or projected cashable benefits often do so by a considerable amount: on average, costs balloon by 75 percent, projects are delayed by 46 percent, and benefits shrink by 39 percent.

While most projects manage to stay within budget, the share of IT projects that deliver both on budget and on time falls to one in 14. And the share of projects that meet all three measures—budget, schedule, and benefits—drops to just one in 200.

Public-sector IT projects are more likely to exceed budgets and timelines

The data show a clear difference between public- and private-sector IT project risks in terms of cost and schedule overruns (Exhibit 1). Eight out of ten public-sector IT projects take longer than expected, compared with just more than half of projects in the private sector. Cost overruns occur in nearly one in two public-sector projects, as opposed to about one in three in the private sector. Notably, the average IT project cost overrun is nearly three times higher for public-sector organizations than for their private-sector peers.

Managing benefits targets in public-sector IT projects

There is much evidence to suggest that public-sector IT projects have substantial room for improvement when it comes to managing benefits. The practice of measuring benefits against targets is virtually nonexistent in public-sector IT projects. Of the 2,905 public-sector IT projects that were analyzed, only three had measured benefits both during and after the project. Almost all IT projects in the public sector are legally required to present the expected benefits before the project begins. However, the vast majority of public-sector organizations analyzed in this research do not systematically track these benefits throughout the project’s lifetime. Thus, there might be a significant number of public-sector projects that are on time and on budget but deliver very little in terms of benefits.

IT projects that manage their benefits have smaller cost overruns, on average—two-thirds the size when benefits are managed versus not managed. In practice, our experience shows that actively managing the benefits of an IT project leads to meaningful and better-informed decisions about cost, schedule, and the realization of intended benefits.

Public-sector IT projects face a higher risk of exceeding initial cost and time estimates due to a number of factors, including a more complex stakeholder landscape; less effective risk management; difficulties in recruiting, retaining, and developing talent; slower governance processes; and less pressure to deliver minimum viable products. 4 Munmun Baishya, Ankur Ghia, Naufal Khan, and Gayatri Shenai, “ Scaling digital in the public sector: Building blocks for the future ,” McKinsey, November 2020; Tera Allas and Richard Dobbs, “ Mitigating risk in IT megaprojects ,” McKinsey, January 26, 2018; Anusha Dhasarathy, Mike Joyce, and Mark McMillan, “ The next chapter: Driving technology leadership in the public sector ,” McKinsey, February 17, 2021. The success rate of public-sector IT projects is thus extremely low, lagging significantly behind that of private-sector IT projects. Furthermore, virtually none of the public-sector IT projects in the database measured the benefits of the project after completion, highlighting a much larger governance challenge (see sidebar “Managing benefits targets in public-sector IT projects”).

Extreme cost overrun is higher for public-sector IT projects

IT-project planning is always uncertain. On average, public-sector projects take 3.9 years to complete and private-sector projects take 2.4 years. Planning four years into the future for public-sector projects can never be perfect, and a certain amount of cost overrun is expected and tolerated by many governments. However, extremely large cost overruns create significant consequences for both the organization and the people involved.

Indeed, the analysis shows that large cost overruns are more frequent in the public sector. Fourteen percent of public-sector projects exceeded their budget by at least 100 percent, compared with only 7 percent of private-sector projects. Additionally, 4 percent of public-sector projects exceeded their budget by 400 percent, while only 1 percent of private-sector projects did so.

These disparities may be explained in part by the differences in how private- and public-sector organizations deal with projects that are over budget. While most private-sector companies have procedures for terminating failing projects, this is not necessarily the case in the public sector. Our analysis suggests that many public-sector organizations lack explicit protocols with criteria outlining when to defund projects that are over budget.

Public-sector IT projects with longer timelines have the biggest average cost overruns

For public-sector projects, our research found that a project’s estimated duration is associated with an exponential increase in cost overruns (Exhibit 2). However, the opposite trend appears to be true in the private sector. Data on long-term IT projects in the private sector are sparse because the private sector tends to avoid these types of projects, but the analysis suggests that private-sector IT projects with long time frames may actually have lower budget overruns, though the correlation is not statistically significant.

One explanation for this difference may be the fundamental differences between the aims of the private and public sectors. In the private sector, organizations pursue primarily economic objectives, whereas public-sector projects also have policy goals. As policy objectives tend to be more volatile—especially in the case of a change in government—projects in the public sector face challenges in aligning stakeholders on strategy and prioritization, especially over long periods of time. Unfortunately, changing objectives often conflict with a project’s original goals and may alter previous efforts. Long-term projects in the public sector are therefore less likely to achieve their objectives. Additionally, public-sector organizations may have a culture that is more resistant to change, which can lead to a lower adoption of new IT technology and more expensive change management approaches.

Four levers to drive performance

Drawing on insights from practical experience and former research, we have identified four potential levers of IT project performance that apply regardless of sector: clear strategy, technology mastery, effective governance, and user adoption. When it comes to implementing these levers, there are no magic bullets or simple solutions. Dozens of factors contribute to the success of technology transformations, many of which are dependent on the objectives, the organization, and the context of the project. 5 Katya Defossez, Mark McMillan, and Hrishika Vuppala, “ Managing large technology programs in the digital era ,” McKinsey, November 25, 2020. In this article, we emphasize best practices for public-sector projects in particular.

Clearly define the project strategy

Strategy involves defining a clear project vision, strategic pillars, value drivers, goals, and metrics. A compelling project strategy helps orient the organization toward a successful IT-driven “North Star.” However, it is effective only when shared and aligned across all relevant stakeholders and used to generate long-term sponsorship and momentum. An IT project’s success requires a close partnership between technology and business leaders. For example, nearly three in four respondents at top-performing companies reported that their chief information officer or chief technology officer is highly involved in shaping the enterprise-wide business strategy and agenda—compared with only one in three respondents from all other companies. 6 “ Prioritizing technology transformations to win ,” McKinsey, March 24, 2022. Within these organizations, business and IT leaders are also more likely to cocreate the IT and digital strategies in tandem with the business strategy, which ensures alignment.

For private institutions, decision-making stakeholders are generally internal, while public institutions are obligated to consider public opinion.

Master the technology

Mastering the technology is vital to ensuring the success of IT projects. It requires high-quality customer input, clear design with as few unknowns as possible, clearly defined required platforms and architecture, robust performance management of technology partners, and the right balance between innovative and tested and proven solutions.

The most successful tech transformations focus on a higher number of initiatives and take aggressive action to adjust course when needed. While many organizations are unwilling or unable to make difficult decisions when problems arise (as they inevitably do), those that invest the time and resources to pinpoint the root cause and intervene as necessary are more likely to succeed—even if it means forfeiting sunk costs and starting over. 7 “ Managing large technology programs in the digital era ,” November 25, 2020.

The public sector may be at a disadvantage when it comes to the technology lever. To truly master technology and define a future state, an organization must understand the status quo of the existing IT architecture. The public sector tends to be more reliant on legacy architecture and infrastructure, which can pose a significant starting-point challenge for developing and implementing new technology. 8 “ The next chapter ,” February 2021. Replacing this dated infrastructure with more commercial off-the-shelf software may therefore help to derisk public-sector IT projects.

Implement effective governance

According to the results of our analysis, governance is the most effective lever. The data show a clear link between effective governance and reductions in cost and schedule overruns. This is not surprising because governance is the centerpiece of a successful transition from planning to execution. There are three cornerstones of effective governance:

  • Stakeholder involvement. Effective governance works upward to involve stakeholders and sponsors and downward to steer project progress and course-correct when necessary.
  • Talent planning and capability building. Access to the right talent on both the IT and business sides is crucial to achieving project success. People-focused initiatives create the most value for technology transformations. Conversely, people—rather than technological—issues (such as skill gaps, cultural differences, and talent sourcing issues) are the most commonly cited obstacles that prevent large-scale IT programs from realizing their objectives. 9 “ Prioritizing technology transformations ,” March 2022. Because hiring and assignment processes in the public sector can be complex and time-consuming, it is even more important to plan ahead and bring in people with relevant skills and experience as early as possible.
  • User and expert involvement. Users and experts are most effective when they are engaged in an efficient and targeted manner. Rather than engaging experts continuously, successful project leaders plan ahead to determine which critical stages benefit from intensive expert involvement.

Drive user adoption

User adoption is critical to the successful execution of an IT project. In the public sector, driving adoption often involves complex bureaucratic and long-established processes, whereas the private sector is generally less constrained by historical precedent. To increase the adoption of IT solutions and processes, public institutions can start by understanding the operational requirements—which calls for the involvement of business departments early on—and then introducing organizational change. Best practices for change management include communicating with transparency, transferring ownership of the project to the business, involving frontline management, cocreating and delivering on-the-job training, and building trust with the employees whose work will change in the new operating model.

Critical factors for success

A diagnostic framework for public-sector it projects.

To set up the success of IT projects, chief information officers of public-sector organizations can begin by asking the following questions:

  • Time and scope. How is the organization managing the time and scope of the product road map? How is the project being sequenced to mitigate risk?
  • Benefits management. How is the organization managing and tracking progress against intended benefit targets?
  • Strategy. How is the organization defining and communicating the project strategy to stakeholders? Is there a process to revisit and adjust the strategy on an ongoing basis?
  • Technology. How is the organization mastering the technology? Is there a realistic understanding of the benefits of the new technology? Is there an appropriate split between commercial off-the-shelf and proprietary IT solutions?
  • Governance. How is the organization engaging stakeholders, building capabilities, and involving experts? Is the organization planning ahead for future workforce and skills requirements, and is it engaging experts in the right way at the right time?
  • Adoption. How will the organization invest in the change management resources (such as training and communication) required for successful adoption of the new technology and operating model?

The answers to these diagnostic questions can help uncover which strategic, organizational, and technological hurdles need to be addressed first, and inform the next steps for driving performance improvement.

While a few organizations have already invested heavily in effectively managing their IT projects, many are still in the early stages of such efforts. At critical inflection points, public-sector organizations may benefit from honestly assessing their IT project work against key success metrics and the four performance improvement levers (see sidebar “A diagnostic framework for public-sector IT projects”).

As IT transformations gain momentum, public-sector organizations can leverage four performance levers to improve their odds of success. Understanding the impact of these levers will allow public-sector organizations to set more realistic goals for budgets, schedules, and benefits and to unlock the full value of their IT projects.

16 tech projects from 2023 that could change the world

From phytoplankton-based carbon capture to 3D reconstruction scanners, scientists are working on cutting-edge technologies they believe can reshape humanity for the better.

Challenges like climate change and dwindling natural resources and can make the future seem uncertain and even scary. But our fate isn't sealed so long as scientists around the world have a say. They're busy dreaming up technologies, from the practical to the zany, that could make the future a little brighter. 

Prototypes for Humanity , a Dubai-based organization that runs a contest to spur innovation, has highlighted 100 projects in 2023 that they believe could change the world — from electrical skin to devices that predict air pollution without any air sensors. Here are some of our favorites.

Real-time monitoring to predict natural disasters

NatCat aims to use satellite imagery, remote sensing and machine learning to assess the risk of natural hazards in different locations, which could help to reduce the risk of harm for those living there. The tool generates risk assessments for any location in the world, regardless of the availability of local data. It can also use climate change data to project the frequency and intensity of some natural hazards in the future.  

Converting air humidity to electricity

This project, called Electric Skin, creates a self-powering biomaterial for electronic devices that harnesses the electrically conductive properties of the mud-dwelling bacteria known as Geobacter sulfurrenducens . Specifically, the bacteria's protein nanowires can generate electricity from the air's ambient humidity. The scientists have extracted the bacteria's DNA and embedded this into E. coli for production. To create the power source, the team placed the nanowires harvested from E. coli into compostable biomaterials to create a flexible and textured membrane that can power electronic devices from the air and water.  

Recycled tiles that regulate heat and humidity

Spurred by the excessive production of non-recyclable plastics alongside the effects of climate change in south India, Wastly Roof Tiles aims to replace conventional roof tiles with tiles made of a recycled material that can reduce indoor temperatures. 

These tiles, which are created by shredding and melting multi-layered plastics, are lightweight and waterproof and can reflect heat. This project is inspired by the cryosphere — icy parts of Earth that regulate the planet's temperature — and the finished product incorporates a blend of the blue and white that many might associate with these regions. 

Phytoplankton-based carbon capture

Phytoplankton transfers 40% of the carbon dioxide in the atmosphere to the ocean using photosynthesis . With PhytoMat, scientists now want to harness this natural process on an industrial scale. 

PhytoMat is a flexible, carpet-like technology that is installed horizontally and vertically on surfaces and contains recycled materials embedded with live phytoplankton. As they grow, they absorb carbon dioxide from their surroundings and convert that into biomass — organic material that can be repurposed — before it's harvested and delivered to recycling plants. This material can then be transformed into new products, like bioplastics.

Electricity-free medical injection in disaster recovery

Using only air pressure and the elasticity of balloons, Golden Capsule is a device that can administer intravenous drugs without the need for another human to hold a medicinal pack. 

This project stands apart from other devices because no electricity is needed — making it ideal for use in disaster recovery scenarios. Golden Capsule uses elastic force and air pressure differences to deliver medicine, rather than gravity, which is used in other non-powered or low-powered systems. 

The biodegradable polystyrene replacement

Carbon Cell is a biodegradable expanding foam made from biochar — a secret combination of biological ingredients derived from food waste — that's mixed and expanded using a patented manufacturing process. 

The process is similar to injection molding and enables many different shapes and sizes to be formed quickly when, say, packaging items. The scientists behind this technology ultimately want to replace polystyrene, which they said is toxic and harmful to the environment.

A graphics card that can slash AI's carbon emissions

Generative AI models need to be trained in massive data centers, normally using the power of specialized graphics cards (GPUs). This means generative AI has a huge carbon footprint. But Tasawwur D310 is a GPU that its creators say is vastly more energy efficient than today's leading GPUs. The chip is super dense — with electronic components fitted much closer together and stacked on 10 layers (versus two layers in one of the leading competitors, Nvidia's, chips) — meaning data is exchanged much faster, saving energy and speeding up the training process.

Programmable soft robotics

FlowIO Platform claims to be the world's first general-purpose way to make prototypes of soft robotic parts. This tiny device includes integrated pumps and batteries, and it features five programmable ports, which users can manipulate through a web browser via a Bluetooth connection. Each port can inflate, vacuum, release, hold, sense pressure and alter flow rates. This device also features onboard batteries and 10 different sensors. Its creators say it'll enable robotics experts to bring their ideas from conception to reality much faster than before.

Mixed-reality building inspection with drones

FlyVision combines mixed reality with drone flight to help drone users inspect buildings and other spaces more effectively. Using Microsoft's HoloLens 2 augmented reality (AR) headset, the system gives drone pilots the tools to scan immediate surroundings and create a 3D digital twin within the system. They could then plan a path inside the space and use the planned path to guide a drone through its environment. 

AI-augmented renewable energy

This software platform, called "Renescout", uses data mining, remote sensing and AI to better assess whether renewable energy projects are worth pursuing — a process that normally takes 18 months. "Go" or "no" decisions can effectively be made without investing additional time and resources into exploring the viability of unearthing prospective renewable energy sources, the company claims.

Detecting microplastics with high-tech imagery

SPLASH is a system that uses an advanced form of imaging to detect microplastics in water and the air. The imaging, called intelligent polarization holographic probing, works using light-based scanning and 3D modeling to establish the presence of microplastics that can't be seen by the naked eye. 

Sustainable solid-state batteries

These batteries are made from copper, aluminum and a sodium-based solid-state electrolyte. These novel materials work as both current collectors and electrodes. The battery's coaxial architecture and beam-like structure enable it to retain energy while reducing wasted space and material. The makers of the batteries, dubbed Ferroelectric Electrolyte Batteries, say they are non-flammable and sustainable alternatives to today's lithium-ion batteries. The researchers imagine they could serve in a variety of uses in the automotive and aerospace industries.

AI feedback to improve surgery outcomes

This AI system, called Surgical AI Trainer, assesses the performance of surgeons and offers feedback on how they can improve their technique. When looking at video recordings of procedures, the system analyzes various components of the operation, such as the intricate movements the surgeon performs. It offers precise and quantified feedback — citing particular segments of the video alongside a rationale for picking it out — on how a surgeon performs in the operating theater. This reduces the need for subjective feedback from an expert peer, which can be laborious. 

3D scanning with advanced laser-based radar

The MindPalace-360 is a machine that uses advanced algorithms and 3D reconstruction tools to generate a photorealistic digital render of a real-world environment. Built primarily for those in architecture, construction or engineering, this system essentially creates digital twins that are incredibly close to the real thing. It lets users capture, process and visualize spatial data much more accurately, which feeds into better design and planning.

Extending lithium-ion battery life

Lithium-ion batteries in products like laptops or even electric cars tend to have charge limits to extend the batteries' longevity. But many e-mobility systems, like e-scooters, lack these controls, which could lead to more e-waste generation as batteries degrade quickly and need to be thrown out much sooner than they should have been. BetterE implements charge limits on the AC side of a charger for electric vehicle lithium-ion batteries. For drivers, this would reduce the operating costs of their electric vehicles while also reducing e-waste on a broader level.

Data2Action uses AI algorithms to monitor air pollution in real time — even if the area has no air sensors. The system takes monitoring data from areas that have sensors installed, and then uses this to extrapolate information and determine predicted air pollution readings in places that don't have sensors installed. The machine learning models also predict potential health outcomes based on air pollution exposure levels, its makers say.

  • Smart Security Application: This is a real-world problem that every one of us faces whether working in an organization or being an individual.   • Reminder Application: In this era where every one of us is busy in life, a reminder application would be of great help. This application sends us an alert message in case of any emergency which helps us in solving daily tasks. It includes features like setting a reminder, checking for time-out conditions, and has a calculator in it.   • Language Translator: There are approximately 7100 languages spoken worldwide and when you may need such an application as a language translator, you never know. So, this device translates languages to the language in which you’re comfortable which would help in clear communication among individuals. Import modules like Translate and Tkinter are needed along with basic knowledge of functions.   • Online Grocery Recommender System: This system recommends freshly added groceries for daily purposes. You can order items by just sitting at home. There will be two access points, admin and user. Users are the customers who buy groceries and the admin is the person who handles the data stored in it. It includes features like notification pop-ups, order history, profile settings, etc. 
  • Course Management System: This system has updated course content and includes features like free and paid content, a search bar, and filter content based on the new and old ones. This can be implemented using the tools for asynchronous bulletin board messaging or real-time chat included in the Course Management System. It includes three modules – administrator, student, and instructor module for smooth functioning of the system.   
  • Employee Tracking System: This application will keep track of employees’ performance and will also check attendance for regularization. It would be of great help to the organizations to maintain the data of employees. It is developed in Java GUI technology and SQLite is used for the database.   • E-Healthcare System: Covid era was so scary and to tackle with lots of hustle, developers came up with the idea of healthcare systems that maintain data of patients.   4. Machine Learning

  • Face Detector: This system detects your face by analyzing the structure of the face and matching it with the pre-existing data. It uses machine learning algorithms and analyzes the input and confirms whether the system has the same in the existing database or not. It follows the procedure of capturing the image and relaying it to the back-end with an HTTP form-data request. The data is then saved by the API and matched with the existing database. This can be used in organizations and places where high security is needed.   
  • Voice Recognition: This system analyzes the tone, and pattern one uses while speaking and on its basis recognizes the voice. It uses Neural Machine Translation to perform machine translation. It can include features like speech recognition and classification, taking voice as input and delivering the output as “Matched Voice”. This can be used in private or public organizations for the entry and exit of working professionals.   
  • Personality Prediction System : It uses Naive Bayes and Support Vector Machines to operate and predicts the personality based on previous data it contains. It uses “ Logistic Regression ” to predict the test dataset and determine the personality of an individual.  You can also refer to Personality Prediction System for more insights. It predicts the input based on past classifications. It can include features like testing the input, predicting the output, and optimizing the result. 

5. IoT & CyberSecurity

  • IoT-Based Vehicle Accident Detector: This IoT-based detection system detects if there is an obstacle in front of the vehicle using sensors. In case any, it sets an alarm to the driver to change the path or stop the vehicle to avoid an accident. It uses an accelerometer and a GPS sensor. It uses different machine learning models. The Internet of Things (IoT) is used to produce the output when a signal is sent to the cloud by using an accelerometer and a GPS sensor.   
  • Biometric Attendance System: It uses a fingerprint impression of the user and verifies it with the pre-existing data. It is now widely used in different organizations to track the attendance of employees. It uses Deep Learning Algorithm and has a fingerprint sensor that takes the print as input and matches it, in case if not found, it produces the error as an output.   
  • Image Encryption System: It is a system where unauthorized users can’t access it because it encodes an image using an encryption algorithm. While transmitting digital images, encryption techniques implemented like AES (Advanced Encryption Technique) are needed to hide the actual image and reduce the chance of risk. It follows the step of dividing images randomly and uses secret keys which determine the encryption image blocks order.

Three major West Virginia highway projects nearing completion, officials say

WEST VIRGINIA (WCHS) — Three major West Virginia highway projects in the region are on track to be completed later this year or in early 2025, state officials said.

Work is nearly complete on the new Donald M. Legg Memorial Bridge, often referred to as the Nitro-St. Albans bridge, which will be a major step forward in the project to expand Interstate 64 to six lanes in the area, a news release from West Virginia Department of Transportation.

The widening project called for the rebuilding of the existing bridge and the construction of a new one. The bridge rebuilding was completed in October and work on the new bridge is done, but paving, signage and lighting must still be installed, the news release said.

Work also continues on ramps and a new bridge over WV 25.

Officials expect the interstate widening project in that area to be completed by late 2024 or early 2025. It is expected to relieve a bottleneck in one of the more heavily traveled sections of the interstate.

Work continues on a similar widening project between Barboursville and Huntington in Cabell County.

The WVDOT said work is in the final phase of widening I-64 to eight lanes between East Mall Road and the Merritt’s Creek interchange and from Merritt’s Creek to the 29th Street exit.

The final pieces of the puzzle will be the completion of five bridges in the area, including the construction of the Guyandotte River Bridge, which is a 1,224 foot long structure. Steel work on the span began in late April, the news release said.

Completion of both widening projects is projected for the spring of 2025.

In Roane County, work is expected to be completed this fall on the Scott Miller Hill Bypass project, which will create a 4.3-mile stretch of roadway that bypasses a curvy section of U.S. 33 in the area.

The WVDOT said the project, which has been nearly 40 years in the making, is expected to improve access to the town of Spencer and improve traffic safety in the area.

A major bridge along the route is complete except for the placement of parapets, while contractors continue to lay asphalt along the route, the news release said. Once asphalt is complete, the eastern and western ends of the project will need to be tied into existing U.S. 33.

Business | Port of Virginia details major expansion projects, including becoming deepest port on East Coast

Speaking Thursday at the State of the Port event in Virginia Beach, Edwards said the $1.4 billion in infrastructure projects come as port officials look to do more business with regions such as the Indian subcontinent and Southeast Asia.

“The Port of Virginia is ready to capitalize on this opportunity that favors East Coast ports over West Coast ports,” Edwards said.

According to port officials, business from the Indian subcontinent could increase by 70% in the coming years, while business from Northeast Asia could shrink by 7%.

The infrastructure projects include:

  • Upgrades to the central railyard at Norfolk International Terminals, which include two new rail track bundles and three new rail-mounted cranes. These upgrades are now finished , a port official said last week.
  • Deepening the harbor to 55 feet and the Atlantic Ocean channel approaching the port to about 59 feet, which is scheduled to finish in August 2025.
  • Modernizing the north berth at Norfolk International Terminals, which will allow for greater capacity and improved productivity. That work is being completed in phases, with the last phase scheduled for completion in July 2027.

The upgrades come as the port assists with traffic diverted from Baltimore after the Francis Scott Key Bridge collapsed on March 26. Baltimore handles much of the country’s large non-container cargo, so Hampton Roads terminals are only able to process a small part of that traffic, maritime officials told The Virginian-Pilot earlier this year.

Still, videos displayed during the event and on social media show construction equipment and even a large helicopter being unloaded in Hampton Roads.

“I know we all look forward to a time when the Port of Baltimore is once again up and running,” Edwards said in his speech. “Until then, the Port of Virginia remains dedicated to delivering world-class service and stepping up no matter the circumstances.”

The U.S. Army Corps of Engineers hopes to have the 50-foot-deep Baltimore channel fully reopened by the end of May, the organization said in a news release.

Univ. of Ala. begins major summer construction projects on campus

TUSCALOOSA, Ala. ( WBRC ) - Several construction projects are starting up on the University of Alabama campus. Crews are busy working on hundreds of millions of dollars worth of projects.

According to UA leaders, all that construction will last through much of the summer because there is a lot to get done in a short amount of time.

The numbers are staggering - more than 80 construction projects are underway with five major road closures. Add it all up and you’re talking more than $450 million worth of work.

The man in charge of it is Tim Leopard, senior associate vice president for campus development.

“From infrastructure work, road widening, 15th Street and Second Avenue, electrical utility burial and storm water work,” said Leopard.

A little bit of everything. They’re doing the during the summer months because the campus is largely quiet. Plus, it’s a great time to catch up what’s been put off.

“This summer has been a little bit busier than normal. We suspended some projects because of COVID, so we’re catching up with those,” said Leopard.

Of the 80 or so projects underway, Leopard says the most intensive work is taking place at University Boulevard and Colonial. We’re told there are lots of working parts just in this one location.

“Storm sewer, electrical and thermal wires. They all have to connect in the end,” said Leopard.

And the end for all of this is a few months down the road, all the road work will be completed by August 1, according to Leopard, just in time for students to return for another school year.

Leopard says the $450 million or so to pay for all the construction is coming from different sources of revenue such as state and federal appropriations, gifts and university reserves.

Pipeline company cancels Northeast gas project

An Oklahoma company has discarded plans to build a natural gas pipeline in a pocket of the northeastern U.S., allowing a certificate for the embattled project to expire last week.

The Northeast Supply Enhancement project — approved by federal energy regulators in May 2019 — would have expanded Williams Cos.’ existing Transcontinental gas pipeline system in Pennsylvania, New Jersey and New York by about 37 miles.

The Transco system is a sprawling pipeline network that spans roughly 10,000 miles from south Texas to New York City. Under the 2019 order, Williams was supposed to have built and placed the Northeast project into service by May 2021, but it struggled after state-level water permit denials. The Federal Energy Regulatory Commission granted a two-year time extension in May 2021.

In January, the independent agency gave Oklahoma-based Williams until May 3, 2024 , to construct and place the project into service.

Kahn Award Will Carry Theater Arts Major Madeline Riddick-Seals Back to Alabama

$20,000 prize to fund history project in historically Black neighborhood

It’s a long way from Comm Ave to Enterprise, Ala., but at least Madeline Riddick-Seals will have some help paying for her next trip back there.

A theater arts major, Riddick-Seals (CFA’24) is Boston University’s 2024 winner of the Esther B. and Albert S. Kahn Career Entry Award , with its $20,000 check intended to jump-start the career of one graduating College of Fine Arts student each year. The five other Kahn Award finalists each receive $2,500.

“I was shocked,” Riddick-Seals says, when she learned she was the winner at a recent CFA ceremony. “I’m still in the processing part of it. Just like, realizing that this is a real thing. When you do that application, it’s an imagined use of money, you know, and now I can actually do it.”

A stage designer and director at CFA, Riddick-Seals says she plans to use the award to delve deep into Bennett Side, a historically Black working-class neighborhood in Enterprise, through oral history and design.

“I’m a scenic designer. So my idea is to interview [Bennett Side residents] about their homes and create scale models of a room in their home that is important to them, that they hold memories in,” says Riddick-Seals, who’s lived in Atlanta for the last decade, but spent her early childhood years in Enterprise.

She’ll photograph the finished products, perhaps for an exhibition or a book, but the models themselves will be given to each of the subjects.

“What’s important to me is that the families that I make them for will get to keep them,” she says, “so that it’s something that’s part of their own private collection and not necessarily something that I own.”

She’s already done something similar for her Kilachand Honors College capstone project, an oral history with her grandmother and great-aunt. “I asked them questions about their lives and their experiences as children growing up in Enterprise, especially in the ’60s and ’70s, because it was a very unique time to be living in Alabama as young girls. And then I created art based off of those interviews, to process our history.”

If that sounds a little far from stage design, think again.

“It’s the drafting, the visual research that we do, the actual physical model-making, the painting, all of these hard skills that we have gained in these four years, using those in a different context to create an art object outside of theater,” Riddick-Seals says.

“But I’ve also learned in my theater arts training how to interview people, and ethically creating social interactions that are kind and leave space for the person being interviewed,” she says. “A big thing for me and my interviewing process is allowing the person I’m interviewing to dictate how vulnerable that they get.”

In announcing the awards, Harvey Young, dean of CFA, said the project by Riddick-Seals was “impactful, unique, using the frame of oral history to offer a way for sharing and telling the story of your family, individuals who had not told their stories before in a very public way, or even a private way.”

The Kahn Award will fund project materials, equipment, and travel for the Bennett Side project, Riddick-Seals says.

The Esther B. and Albert S. Kahn Career Entry Award Fund was established in 1985 with a gift of $1 million from Esther Kahn (Wheelock’55, Hon.’86). Each spring, students completing their last semester of graduate or undergraduate studies submit proposals detailing how they would use the award to launch their careers, their concern for social issues, and their take on the artist’s role in contemporary society.

This year’s awards jurors were Gabriel Cobas, chief facilities officer, Boston Youth Symphony Orchestras; Maya French, founder and co–artistic director, Palaver Strings; Elana Harris, interim executive director, BU Arts Initiative; and Rachael Warren, resident affiliate, company member, Trinity Repertory Theatre.

Government of Canada launches major new initiative to support Indigenous tourism

New funding will support large-scale “signature” Indigenous tourism projects

May 9, 2024 – Gatineau, Quebec 

Indigenous tourism helps advance economic reconciliation, while allowing the sharing of Indigenous cultures and histories across Canada. That’s why supporting its growth, in close partnership with First Nations, Inuit and Métis communities, is one of the Government of Canada’s top priorities. One of the many ways in which the government invests in Indigenous tourism is through the Indigenous Tourism Fund ( ITF ), a $20 million investment in both large and small Indigenous projects. The first stream of the ITF, the Micro and Small Business Stream, was launched in November 2023 and has already supported 145 projects across the country.

Today, the Honourable Soraya Martinez Ferrada, Minister of Tourism and Minister responsible for the Economic Development Agency of Canada for the Regions of Quebec, announced the launch of the ITF’s Signature Indigenous Tourism Experiences Stream ( SITES ). With $10 million in federal funding, SITES will support major Indigenous tourism projects, awarding contributions of $500,000 to $1.25 million. The funded projects will build on existing tourism destinations, many of which are located around significant cultural and natural sites in Indigenous communities. Minister Ferrada made the announcement as part of the 2024 Indigenous Prosperity Forum.

This funding, part of the broader $20 million ITF, will support key experiences that anchor tourism destinations in Indigenous communities, and it will help develop the infrastructure and services needed for tourism. Today’s announcement underscores the government’s commitment to working with Indigenous leaders and communities to help grow Indigenous tourism.

The National Aboriginal Capital Corporations Association (NACCA) will deliver SITES. An umbrella organization for more than 50 Indigenous financial institutions, NACCA has over 35 years of experience in Indigenous economic development. NACCA’s successful track record, its robust network and the significant contributions of its members—which have collectively facilitated $3. 3  billion in loans to Indigenous businesses—make it an ideal partner to manage this Indigenous-led process.

SITES will support projects that make Indigenous tourism sites more accessible, encourage overnight stays and boost spending. It will favour initiatives that can anchor larger tourism destinations and attract other sources of financing. NACCA will also lead a committee, including representatives from the Indigenous Tourism Association of Canada and provincial and territorial Indigenous tourism organizations, to assist in identifying and evaluating projects. This committee will ensure that projects contribute positively to communities and can attract further investment. NACCA will oversee the application process, disburse funds, monitor project progress and make all final funding decisions.

Quick facts

Before the pandemic, Indigenous tourism was the fastest-growing segment in the Canadian tourism market, posting significant gains in job creation and contributions to Canada’s GDP. 

The Indigenous tourism industry was particularly hard hit by the impact of the COVID-19 pandemic and has been slower to recover.

Budget 2022 dedicated $20 million to the Indigenous Tourism Fund (ITF) to aid the industry’s recovery from the pandemic. 

The Micro and Small Business Stream of the ITF was launched on November 2023. As of March 28, 2024, the Indigenous Tourism Association of Canada has approved 145 program applications, or $3,603,490 in support.

In addition, at least 15% of the Tourism Growth Program from Budget 2023 will be invested in Indigenous tourism sites.
