Rudy Giuliani struggles to find an accountant: ‘nobody seems interested’

Lawyers for former Trump attorney attempt to explain failure to meet accounting obligations in bankruptcy case

“Nobody seems interested” in helping Rudy Giuliani meet accounting obligations in his ongoing bankruptcy case, lawyers for the former New York mayor, presidential hopeful and Trump attorney said in a court filing on Tuesday.

“Unfortunately, the debtor originally had an accountant who was helping,” the filing said. “However, he had a change of heart and indicated that he no longer wished to help prepare the monthly operating reports.

“The debtor advised that he has reached out to a number of accounting firms and CPAs seeking their help, however, no one seems interested in taking the assignment.”

Giuliani was once a giant of US politics, mayor of New York on 9/11 and a candidate for the Republican presidential nomination in 2008. After that effort failed he went into the lucrative consulting business, but in recent years he has become something of a political pariah, in large part due to his work for and on behalf of Donald Trump and incidents of controversial behaviour .

A steadfast supporter throughout Trump’s successful 2016 campaign for president, Giuliani did not achieve his preferred award of an appointment as US secretary of state .

International work he did do on Trump’s behalf, seeking dirt on political rivals in Ukraine, fuelled Trump’s first impeachment.

In 2020, Giuliani’s work challenging election results in key states produced multiple courtroom defeats, mounting national hilarity , disbarment proceedings and, in Georgia, criminal charges in a case which also saw Trump indicted. Giuliani pleaded not guilty.

Giuliani filed for bankruptcy in New York in December last year, after being ordered to pay $148m in a defamation case brought by two Georgia poll workers he claimed were involved in election subversion during Trump’s defeat in the state in 2020.

Filings showed debts totaling $500m , after a downfall precipitous even by the standards of other Trump allies who have fallen from grace while the former president (and 88-times charged criminal defendant) has maintained his grip on Republican politics.

In January, Giuliani said in court filings he would live according to a strict budget. This month, the New York Times reported he had failed to do so “by a lot”, leaving creditors “suspicious and angry”.

Giuliani’s filing on Tuesday sought to explain why he had not filed a scheduled April report on his finances.

He “currently received social security benefits and broadcasts a radio show and podcast”, it said, adding: “These are his sole sources of income.”

Giuliani has claimed Trump owes him $2m in legal fees. Nonetheless, he continues to work on Trump’s behalf.

Giuliani is due to publish a book, The Biden Crime Family : The Blueprint for Their Prosecution, through an imprint linked to Steve Bannon, another close Trump ally. Release of the book has been repeatedly delayed. It is now due in September.

According to the filing on Tuesday, “any additional monies used to supplement” Giuliani’s income have come from savings exempt from the bankruptcy case.

Reports would be filed promptly in future, the filing said.

A spokesperson for Giuliani, Ted Goodman, told the Guardian in a statement late Tuesday night: “While it is true that the permanent Washington political class is leveraging all of its power and influence to bully and scare people from defending Americans who are willing to stand up and push back against the accepted narrative, Mayor Giuliani will be appropriately represented when it comes to his accounting and finances.”

ORA is composed of Cost and Management Analysis; Property Management Office; Research Administration Policy and Compliance; Sponsored Receivables Management; Client Advocacy and Education; Organizational Insights; and the Office of Sponsored Research. ORA also provides oversight for the Stanford Electronic Research Administration (SeRA), eCertification, Clinical Research Invoicing System for Participants (CRISP), Electronic PI Lab Use Survey (ePLUS) systems. ORA manages the administrative processes related to a broad spectrum of research related agreements as well as the entire lifecycle of sponsored research from proposal submission and award negotiation through financial reporting and award closeout. ORA submits over 5,000 new proposals annually and manages more than 7,500 active sponsored projects with a total budget exceeding $1.98 billion. 

This position may be considered for domestic (US) remote work.   JOB PURPOSE:  We are looking for a Research Accountant to join the Office of Sponsored Research’s Postaward Team. This is a new position and not a replacement. Duties include: Perform post award accounting activities; establish and approve account set-up in the financial system; prepare interim and quarterly financial reports; invoices sponsors for expenditures; and fulfill financial reporting requirements. Ensures compliance with sponsor terms and conditions, University policies, and federal regulations and requirements. Provide limited signature authority to sign off on simple interim financial reports. Signature authority to sign off on all cost transfers. Has full authority to setup and baseline awards. 

CORE DUTIES:

  • Review and interpret legal documents for financial terms and conditions including but not limited to billing requirements, reporting, and spending restrictions.
  • Review account set up in financial systems to ensure financial terms recorded with appropriate key attributes. Return for correction or correct account attributes as appropriate.
  • Work collaboratively with Institutional Representatives, Accounting Associates, Administrators, and AR staff to clarify financial terms and ensure correct account setup, to ensure compliance with funder/sponsor's requirements and university's policies.
  • Prepare interim and quarterly financial reports for assigned departments or funder/sponsor award range. Ensure reports are submitted in a timely manner to meet funder/sponsor's requirements.  
  • Verify and perform analysis of faculty/PI's effort, cost sharing commitment, equipment purchases, administrative expenses, sub-awards, unallowable expenses, etc.
  • Work with departments and process partners to resolve issues.
  • Monitor sponsored project activity, including cost overruns, cost sharing and unallowable/administrative expenses, throughout project lifecycle to ensure compliance.
  • Perform final award closeouts for assigned departments or sponsor award range. 
  • Perform detailed reconciliations and overall analysis of expenditures, resolve routine issues. Handle special or complex projects as assigned.  
  • Coordinate with Accounts Receivables billing staff to ensure that all costs are billed, and that the final invoice is either generated by the system or later recorded in AR. 
  • Serve as a resource on grant and accounting procedures, University, and funder/sponsor’s policies.
  • *Other duties may also be assigned. 

MINIMUM REQUIREMENTS:  Education & Experience:   Four-year college degree and three years of relevant experience or combination of education and relevant experience. 

Desired Knowledge, Skills and Abilities:

  • Good knowledge of contract and grant procedures and ability to apply the accounting practices.
  • Good accounting concepts and analysis of accounting transactions.
  • Thorough understanding of key attributes in Oracle and its impact on reporting, billing, and recovering costs.
  • Knowledge of Stanford research administration processes particularly post award research administration (preferred but not required).
  • Experience with Uniform Guidance, Cost Accounting Standards (CAS), and GAAP.
  • Strong working knowledge of Excel.
  • Experienced with Oracle and/or Stanford systems (preferred but not required).
  • Ability to independently diagnose and solve problems using sound judgment and decision-making abilities.
  • Independently analyze accounting transactions and ability to reconcile financial information.
  • Strong customer service skills. Working collaboratively with different process partners.
  • Ability to communicate effectively orally and in writing.

This role is open to candidates anywhere in the United States. Stanford University has five Regional Pay Structures . The compensation for this position will be based on the location of the successful candidate.

The expected pay range for this position is $60,000 to $92,000 per annum for remote positions.

The expected pay range for this position is $83,000 to $96,000 per annum for on-site/hybrid positions.

Responsibilities

The New Mexico Legislative Council Service (LCS) seeks a director to oversee the day-to-day operations and strategic vision for the agency. The LCS is a permanent nonpartisan legislative agency serving all members of the Legislature. The LCS provides bill drafting and legal research for all legislators, the Governor, and state agencies and institutions. It provides impartial and accurate information, reports, and provides oversight for the Capitol building and grounds.

The director oversees the management team that supervises drafters, legal researchers, legislative library, information technology services for legislative staff and legislators, capital outlay, print shop, historians, accounting, and human resources for the Legislature, except for the Legislative Finance Committee and the Legislative Education Study Committee. The director coordinates with all legislative agencies to prepare the legislative branch's budget. The director also administers legal cases brought by and against the Legislature, the census redistricting process, ethics complaints, and requests for public records under the Inspection of Public Records Act.

The director oversees the Legislative Building Services management team that is responsible for the maintenance, safety, care, and preservation of the Capitol complex buildings and grounds. Oversight includes making and enforcing all rules and regulations for all persons in and around the Capitol.

The director serves in a non-partisan capacity and must maintain confidentiality. The director is responsible for the coordination and organization of the meetings of the Legislative Council, which is comprised of sixteen bipartisan, bicameral members, and is co-chaired by the Senate President Pro Tempore and the Speaker of the House.

Qualifications

  • Juris doctorate degree
  • Knowledge of the legislative process
  • Ability to work under pressure and availability to work long hours, especially during legislative sessions
  • Excellent oral and written communication skills
  • Ability to establish and maintain positive working relationships with legislators, elected officials, staff, and the general public
  • Maintain political impartiality
  • Computer proficiency

Preferred Qualifications:

  • 10 years of relevant experience
  • 5 years of supervisory/leadership experience
  • Bill drafting experience
  • Proficient with information technology hardware and software, as well as a working knowledge of cybersecurity

Compensation:

The director works at the pleasure of the Legislative Council. Annual compensation ranges from  $114,000 to $221,000 and will be negotiated based on experience and education. The position includes a comprehensive benefits package available to all state legislative employees.
