Maybe you’ve heard this before, but there’s a plan to put hundreds of apartments into the former Dixie Cup plant in Wilson Borough.

Skyline Investment Group of New York City has submitted a $160 million plan for 405 apartments at the plant off 25th Street. It’s the latest in a succession of apartment, condominium and warehouse plans for the property that’s been vacant for more than 20 years.

Not only does Skyline principal Brian Bartee have confidence in the Dixie Cup plan, he’s already eyeing the vacant Kmart and LA Fitness properties as future housing sites.

“If we’re successful in doing this, I’m really strongly considering making a further investment into Wilson Borough,” Bartee said Wednesday.

So why is he confident when other plans have failed?

He said he’s investing up-front funds to make the plan more feasible. In February, Skyline had contaminated soil removed from the site along with eleven 5,000-gallon underground tanks -- tanks once full of wax as part of the disposable cup-making process. Cups haven’t been made at the plant since the 1980s . It was a logistics and warehouse facility until the early 2000s.

Skyline spent more than $400,000 to pay off back taxes and is seeking a historic designation for the site through the National Park Service.

A deal is in place for Skyline to buy the property later this month from owner Joseph Reibman.

“We spent millions of dollars to navigate these waters,” Bartee said.

Plans call for about 300 one-bedroom apartments and 100 two-bedroom apartments, he said. Rents will come in around $1,900 a month, he said.

On the first floor will be a high-end, pet friendly bar. The bar will be run in-house. It will be comparable to bars run by Bark Social , which are open in Philadelphia; Bethesda and Baltimore, Maryland; and Alexandria, Virginia.

The bar will serve, beer, wine, cheese, light fare and cold sushi. There aren’t plans for a full-service restaurant on site, Bartee said, but the bar will cater to dog walkers who want to stop in from the nearby trail.

The iconic Dixie Cup replica on the roof is too heavy and needs to come down, Bartee said. The cup will be refurbished and put on display for the public at a plaza along the bike trail, he said.

“We will take it down, fully restore the cup and turn that whole frontage into a public amenity so people can be in the presence of the cup, feel it, touch it,” Bartee said. “It will be a draw to the area.”

The cup weighs about five tons, Bartee said. In its place, Skyline will build a replacement cup out of fiberglass for the roof, Bartee said.

Skyline is looking for the borough, Northampton County and the Wilson Area School District to agree to a tax-increment financing plan. Under the plan, Skyline would issue public bonds to cover some of the development costs.

The borough, county and school district would agree to keep the property’s assessed value for tax purposes at its current pre-development level for up to 20 years. Once the bond is paid off, the property value would rise to what it’s worth after development. If the bond is paid off before 20 years, the tax financing program would end early, Bartee said.

Bartee said the project would create 150 jobs, including 40 jobs that would remain once construction is completed.

Without the TIF, the project might stall, Bartee said.

He said Skyline has agreed to contribute $1 million to Northampton County for affordable housing. Skyline is in negotiations with the borough and school district for similar financial incentives that might convince borough council and the school board to sign off on the tax plan.

Bartee said Skyline is responsible for making payments on the bonds if the project fails.

Bartee said he became interested in the project while visiting his mother, who relocated to the Lehigh Valley from New York. His brother is a student at Lehigh University, Bartee said.

The more he visited, the more he wanted to resurrect the plant.

“I think it’s a fantastic building and a great story,” Bartee said. “It’s so important to so many people.”

Bartee confirmed the borough planning commission has endorsed requests for some zoning variances. He anticipates more government meetings soon to address the zoning issues, the tax plan and ultimately to approve the project.

And if all goes well, he might move on to the Kmart and LA Fitness properties.

“That whole district, you could turn it into something really beautiful and make it a draw for business professionals,” Bartee said.

A group of graduate and undergraduate students participated in the 2024 EnergyTech University Prize , making it to the regionals portion of the competition. The contest is organized by the U.S. Department of Energy Office of Technology Transitions and challenges students to create and present a business plan in the energy sector.

The group, formed in Bjorn Hamberger’s class on biotechnology, consisted of nine graduate and two undergraduate students from across different programs within the university, as well as an undergrad from Loyola University Chicago. Seven of the graduate students are members of the Molecular Plant Sciences , or MPS, graduate program at Michigan State University.

The idea to participate in EnergyTech came about last minute, when Hamberger heard of the competition from a contact at the Great Lakes Bioenergy Research Center , or GLBRC.

When he asked his students if they would be interested in participating, he was pleasantly surprised by the interest it garnered.

“They coalesced quickly into a very good team, brainstormed lots of ideas and the pace at which this was happening told me that, wow, there's something bigger coming up,” said Hamberger, associate professor in the Department of Biochemistry & Molecular Biology , or BMB, and MPS.

After going through a few potential ideas, the group landed on using research from Angel McKay Whiteman and Brianna Brown’s thesis projects.

“We only found out a week and a half before we had to submit a 200-word pitch idea, so it was all hands on deck,” said McKay Whiteman, a graduate student in BMB and MPS. “We did a very good job compared to the little time that we had.”

McKay Whiteman’s research looks at sorghum, a grassy plant with uses in biofuel production. When sorghum is used for biofuel, a waxy layer that coats the plant called the cuticle must first be removed. McKay Whiteman is trying to make the cuticle more than a waste product.

Terpenes, a high value product with uses in cancer treatments, flavors and fragrances, cleaning products and more, are produced in the sorghum plant. But what if they could be produced in the otherwise wasted cuticle?

The company they pitched was called Sorghum With Enhanced Economic Traits, or Sweet.

The theory the group worked off was if terpenes can be produced in the cuticle, then the terpenes can be extracted from the cuticle and sold. The business would tap into two markets: flavors/fragrances and biofuels. They could produce valuable and bio-sustainable products, and the high price attached to biofuels could be subsidized by selling the terpenes.

The team was able to utilize MSU resources to generate their business plan, including business coaching from Associate Director Yiying Xiong and sorghum expert John Mullet, both from the GLBRC. The team also utilized the Entrepreneurs-In-Residence program through the MSU Foundation.

“If we were actually successful in making biofuels cheaper, then there'd be a lot more carbon neutral fuels used out there and they could be a good competitor with petroleum-based fuels,” said İlayda Korkmaz, an undergraduate student who graduated Spring 2024 with a bachelor's in Biochemistry and Molecular Biology.

While the group may not have ended the project with a business in place, the project did inspire them to think about their research in new ways.

“Now there's a whole other layer of, how does this actually translate to making the impact I want it to on the world?” explained Mitchell Ticoras , graduate student in the Department of Plant Biology and MPS. Ticoras acted as the team leader for this project. “I think a lot of times as academics, we don't think about what comes next. This was a good exercise in considering all of the other challenges that come after doing the science.”
