In cases where the matter is not settled in front of the family division m at the settlement conference, the Circuit Court for Baltimore County will generally require the parties to attend child custody mediation unless there is a reason not to attend mediation, such as domestic violence  u  MD Rule §9-205 . Although the mediation may take place at the time of the Settlement Conference , this is rare and will usually be set up a few weeks after the Settlement Conference (this may depend on whether the case is set for the Family Law Expedited, Family Law Normal or Family Law Complex Track). H where mediation does not produce an agreement, it can be b for understanding the opposing party's positions and the arguments raised in the future.

Emergency Hearings

The vast majority of requests for emergency hearings are denied.   • Not Setting Up a Sensible Visitation Schedule 

What does qualify as an emergency, then? Generally, to prevail in a Motion for Emergency Hearing (the vehicle for any form of Emergency hearings in Baltimore County), there has to be the somewhat likely threat of bodily harm:

  • The other parent has a history of substance abuse and is exhibiting signs of substance abuse as of now 
  • The other parent obtained a passport without your knowledge and is following through with threats to relocate with the child to another country that is outside of the Hague Convention. 
  • The other parent has been charged with a violent felony, such as child molestation, murder, or aggravated assault, and has a history of committing violence against you or the Minor Child. 
  • Child Protective Services has issued a FINDING of ABUSE or NEGLECT (not just being "called" but the report with a negative finding either being likely or having been produced and delivered to you. 
  • The Minor Child reports serious and provable child physical abuse. This would not include having hygiene neglected. If there is verbal abuse that has led to psychiatric care or a tangible physical manifestation documented by an expert preferably more than the pediatrician but a child abuse center.

Baltimore (WBFF) — Central Baltimore Partnership (CBP) and Johns Hopkins University (JHU) announce the release of the 2024 Station North Economic Development Implementation Roadmap.

The comprehensive plan provides a practical guide for economic development initiatives in Baltimore's Station North neighborhood.

The release of the 2024 Station North Economic Development Implementation Roadmap marks a significant milestone in our collective efforts to revitalize and strengthen the Station North neighborhoods, said Ellen Janes, executive director of Central Baltimore Partnership in a news release. This roadmap provides a clear and actionable framework to promote equitable economic development, support arts and culture, and create new opportunities for all members of our community.

Mitch Bonanno, vice president and chief real estate officer for Johns Hopkins University, shared CBP’s optimism about the strategy.

Johns Hopkins values its long-standing relationship with Central Baltimore Partnership and the Station North community. This study is a critical next step in progressing the collaborative work of stakeholders involved with the ongoing revitalization of such a treasured center for arts and culture in Baltimore, Bonanno said in a news release. We are honored to continue working with so many of our valued partners to maintain the positive momentum established over the past decade in Station North.

Since 2014, Johns Hopkins has taken significant steps to support Station North.

The university relocated its undergraduate film and media studies program into the long-vacant Centre Theatre on North Avenue.

The university also secured a $5 million grant to assist with the $16 million renovation of the Parkway Theater, home to the Maryland Film Festival, which returns to the neighborhood May 2-5.

The new economic development roadmap stems from a collective vision from a robust coalition of over 200 partners organized by CBP: neighborhood associations; nonprofits; businesses; city, state, and federal government agencies; Medstar Union Memorial Hospital; and the anchor institutions of Johns Hopkins University, MICA, and the University of Baltimore. The alliance of organizations will be working to promote equitable revitalization guided by these key principles:

  • Support for Arts and Culture: Recognizing Station North’s rich tradition of arts and culture, the roadmap prioritizes investment in existing assets and the creation of new cultural destinations.
  • Inclusive Growth: The plan avoids displacement of residents and businesses and ensures that all community members benefit from economic development initiatives.
  • Equitable Opportunity: The roadmap seeks to create a vibrant and inclusive neighborhood by providing equitable opportunities for residents, artists, students, businesses, and visitors. The study area – primarily comprised of the Station North Arts District – encompasses a diverse and centrally located area bounded by 22nd Street to the north, Greenmount Avenue to the east, East Lanvale Street to the south, and North Howard Street to the west.
With 15% population growth since 2010, Station North stands as one of the most diverse communities in the city, said Chris Ryer, Baltimore’s planning director in a news release. It has a rich tradition of arts and culture, and great potential to be a flourishing hub of growth in Baltimore. The neighborhood touts a diverse population, central location, excellent transit access, anchor institutions, and strong community organizations.

Station North’s potential to thrive faces many of the same challenges of other commercial centers in Baltimore: vacant, blighted commercial properties, crime, and sluggish post-COVID commercial growth.

Building from a variety of studies conducted in the area since it was designated a State Arts District in 2002, HR&A conducted extensive research, analysis, and stakeholder engagement to understand market conditions and devise a strategy to achieve equitable revitalization at this crossroads of Baltimore City.

The roadmap offers a multifaceted approach to address these challenges and capitalize on the neighborhood’s strengths, including:

  • Arts and Entertainment Development: Highlighting the North Avenue Market as a prime opportunity for arts and entertainment development, the roadmap proposes a two-pronged approach: public-facing initiatives to attract investment and tenants, and private strategies to acquire and develop key “opportunity sites.”
  • Diverse Housing: Recognizing the need for diverse housing options, the plan also recommends investment in new multifamily housing, for-sale townhomes, workforce rental housing, and market-rate rental housing.
With a concerted, multi-faceted, and collaborative strategy, we can boost real estate development in Station North in a way that supports artists and legacy residents, strengthens the Arts District, and creates a thriving cultural and entertainment nexus for Baltimore, Janes said in a news release. To do this, we need partners to invest in arts and culture, beginning with the North Avenue Market, which can be a vibrant arts center and a citywide and regional destination.

Maps of northern lights forecast show where millions in U.S. could see aurora borealis this weekend

Americans as far south as Alabama and Northern California could be treated to a show of the northern lights this weekend from a powerful geomagnetic storm heading toward Earth, officials said. If the weather conditions are right, people in several areas on a map could look up and see the aurora borealis .

The storm has prompted government forecasters to warn of potential disruptions to communications systems, the power grid and satellite operations, but it could also put on a fantastic light display in the night sky.

"If you happen to be in an area where it's dark and cloud free and relatively unpolluted by light, you may get to see a fairly impressive aurora display, and that's really the gift from space weather, is the aurora," Rob Steenburgh, a space scientist with the National Oceanic and Atmospheric Administration's Space Weather Prediction Center, told reporters Friday morning.

The National Weather Service's St. Louis office said people in the area should leave the city for the best possible chance to view the northern lights.

"Get away from city lights into a dark, rural surrounding and look north," the office said on social media . "Aside from some clouds associated with a passing front, much of the time looks mostly clear."

The prediction center notes on its website that people don't need to be directly underneath the aurora to see it. Instead, it can be observed from as much as 620 miles away.

The weather service's office for the San Francisco Bay Area was less optimistic when asked if there was a chance for a nighttime show there.

"Probably not, but I'll still look up while walking my dog," the office said .

Northern lights map for Saturday night

Friday night isn't the only opportunity for a northern lights show. The storm was expected to last through the weekend, and the prediction center released a forecast map for Saturday night.

Officials said people in the Southern U.S. who can't see the aurora with their naked eyes could still take some dazzling pictures with their phones.

"Cellphones are much better than our eyes at capturing light," the Space Weather Prediction Center's Brent Gordon told reporters Friday. "Just go out your back door and take a picture with a newer cellphone, and you'd be amazed at what you see in that picture versus what you see with your eyes."

MILFORD MILL, Md. (WBFF) — Authorities released footage that shows a deadly police pursuit that ended in a fiery wrong-way crash on a Maryland highway.

Baltimore County Police Department released the body-worn camera footage on Thursday from a fatal police pursuit last month that killed a bystander.

Dimeka Thornton, 37, of Windsor Mill, Maryland died from after the crash on the Beltway, police said.

The release of body-worn camera footage in this incident was delayed to allow the family and subject officers to view the video before it was released to the public.

Maryland Attorney General's Office launched an investigation into the circumstances of the fatal pursuit because police are involved.

Police say on April 8, at approximately 12:15 a.m., officers were on patrol in the 1800 block of Belmont Avenue in Windsor Mill when they saw a reported stolen car parked in a hotel parking lot.

While officers were still in the area, an adult male entered the car.

Officers attempted to conduct a traffic stop on the car, but the man failed to stop.

Officers pursued the car for several minutes. During the pursuit, the man drove onto the exit ramp of the Interstate 695 outer loop prior to exit 18 (Liberty Road) into oncoming traffic, when he struck a car head-on.

Officers did not follow the car onto the exit ramp.

The driver of the other car, an adult woman, and the man who fled police, were both taken to an area hospital where the adult woman was pronounced dead.

Body of the final Baltimore bridge collapse victim recovered in river, officials say

The body of the last missing construction worker following the collapse of the Francis Scott Key Bridge in March has been recovered from the Patapsco River, officials say.

In a news release Tuesday, the Baltimore County Police Department confirmed the identity of the sixth victim — José Mynor López, 37, of Baltimore — after salvage teams located his body.

All six construction workers who were missing and presumed dead following the incident have been found.

"With heavy hearts, today marks a significant milestone in our recovery efforts and providing closure to the loved ones of the six workers who lost their lives in this tragic event," Colonel Roland L. Butler, Jr., superintendent of the Maryland Department of State Police, said.

The discovery comes days after salvage workers recovered the body of a fifth person, later identified as Miguel Angel Luna Gonzalez, 49, who was also killed during the fatal collapse.

Luna Gonzalez's body was discovered in a missing construction vehicle, member station WYPR reported . The unified search command led by the U.S. Navy also recovered the bodies of Alejandro Hernandez Fuentes, 35; Dorlian Ronial Castillo Cabrera, 26; Carlos Hernandez, 24; and Maynor Suazo Sandoval, 38.

Baltimore Mayor Brandon Scott released a statement Tuesday following the recovery of López's body.

"It is impossible to overstate how important it is that we've been able to bring each of these Marylanders home to their families, and the small amount of peace and closure to their families it brings," Scott said, adding that nothing will fully overcome the pain of the losses that occurred from this incident.

On March 26, the Francis Scott Key bridge fell into the Patapsco River after it was struck by a nearly 1,000-foot-long container ship named the Dali — sending several people plunging into the frigid waters below.

So far, workers have yet to finish removing pieces of the bridge from Baltimore Harbor.

The National Transportation Safety Board is expected to release its preliminary investigation this month into the circumstances of the bridge's collapse.

In addition, Maryland authorities also face the challenge of deciding how to replace the bridge's structure, which used to carry more than 30,000 vehicles each day.

COLUMBIA, Tenn. (AP) — Severe storms tore through parts of the U.S. again Wednesday, spawning damaging tornadoes , producing massive hail, and killing two people in Tennessee and one person in North Carolina.

A storm that rumbled across northeastern Tennessee brought high winds that knocked down powerlines and trees. Claiborne County Sheriff Bob Brooks said a 22-year-old man was in a car struck by one of the trees.

Wednesday afternoon, a tornado emergency — the weather service’s highest alert level — was issued for an area south of Nashville including the towns of Spring Hill, Chapel Hill and Eagleville.

The National Weather Service had previously reported a likely tornado on the ground in nearby Columbia, about 45 miles (72 kilometers) south of Nashville. People in Columbia were injured and homes were damaged, according to Lynn Thompson, assistant director of Maury County 911. Thompson told The Associated Press that he could not provide any further details: “We’re getting overloaded right now.”

Rita Thompson, Marketing & Communications director with Maury Regional Health, said the hospital had received five patients. One died, another was in serious condition and three had injuries that were not life-threatening.

The Federal Aviation Administration issued a temporary ground stop at Nashville International Airport because of the weather, media outlets reported. Northeast of Nashville, a flash flood emergency was issued for Sumner and Robertson counties including the cities of Hendersonville and Gallatin. The National Weather Service said water rescues were ongoing in those areas and described the flooding from heavy thunderstorms as life-threatening.

“Do not attempt to travel unless you are fleeing an area subject to flooding or under an evacuation order,” the weather agency alert said.

The National Weather Service in Nashville on Wednesday evening issued a tornado watch for parts of Arkansas, Mississippi, Missouri and Tennessee until 3 a.m. CDT. The weather service continued issuing tornado warnings into the night, mostly in Tennessee, but also in Missouri, Alabama, Georgia and Texas.

In North Carolina, a state of emergency was declared for Gaston County Wednesday evening following a large storm. First responders were working to clear roads of downed power lines and broken trees and were helping residents, officials said. The New Hope Fire Department responded to a tree down on a car. One person in the car was killed and another was taken to a hospital, officials said.

More than 135,000 customers had lost power in the state as of Wednesday evening, according to PowerOutage.us.

The National Weather Service confirmed tornadoes touched down Tuesday in western Ohio: five in Warren County and one each in Darke, Mercer and Auglaize counties. The weather service said crews are still surveying areas in other counties to determine if tornadoes struck there, as well. The strong storms also brought hail and heavy rains to the state and knocked out power to thousands of utility customers.

In Michigan, weather service meteorologist Nathan Jeruzal said the tornadoes there touched down one each in Kalamazoo, Cass and Branch counties — all in the southwestern part of the state. Gov. Gretchen Whitmer declared a state of emergency for four counties.

Kalamazoo County’s Portage area was hard hit as a FedEx facility was ripped apart and more than a dozen mobile homes were destroyed. About 50 people temporarily were trapped inside the damaged facility because of downed power lines.

More than a dozen homes were destroyed in a mobile home park in adjacent Pavilion Township and 16 people were injured, said Kalamazoo County Sheriff Richard Fuller.

Samantha Smith clutched a box Wednesday afternoon as she stepped from her mother’s partially wrecked home in Pavilion Township, about 137 miles (220 kilometers) west of Detroit. Inside the box were her grandmother’s ashes. Being able to recover the most cherished of items offered Smith a rare moment of relief amid the storm’s devastation. She said her parents and brother were injured during the storm but survived.

“I have thanked God probably a billion times since this happened yesterday,” she said. “My kids are healthy and good. We just gotta make back up what we lost.”

Travis Wycoff ventured out Tuesday night after seeing on radar that a tornado had touched down in the Portage area, and he said he helped an elderly couple out of their partially collapsed home and freed a service dog from a home.

“There were a lot of people running through the streets trying to find people and their pets,” Wycoff said. “It was just a lot of chaos.”

In southern Indiana, the National Weather Service confirmed a tornado touched down early Wednesday. The Clark County Emergency Management Agency said the storm damaged 24 structures, including homes in a subdivision north of the city of Sellersburg, located about 12 miles (19 kilometers) north of Louisville, Kentucky.

Candice Holmes, a resident of the Lewis & Clark subdivision north of Sellersburg, said she, her husband and son sought shelter in their bathroom when they heard the approaching storm and “the wind just picked up all at once.”

“It was definitely a scary moment. … And I’m glad we’re alive,” Holmes told WDRB-TV.

Tornadoes were also confirmed in Pennsylvania just outside Pittsburgh, in central Arkansas and in northern West Virginia. The West Virginia twister was at least the 11th tornado this year in the state, which sees two tornadoes in an average year.

Baseball-sized hail was reported Wednesday in areas just southwest of St. Louis. Heavy downpours caused flash flooding and at least one water rescue near Sullivan, a town that was struck by a small tornado just two days earlier. Damaging hail also was reported in the Kansas City area.

On Monday, parts of the central United States were battered by heavy rain, strong winds, hail and tornadoes, including a deadly twister that ripped through an Oklahoma town . Both the Plains and Midwest have been hammered by tornadoes this spring .

Across the U.S., the entire week is looking stormy. The Midwest and the South are expected to get the brunt of the bad weather through the rest of the week, including in Indianapolis, St. Louis, Cincinnati, Nashville and Memphis, Tennessee — cities where more than 21 million people live. It should be clear over the weekend.
