PRC releases the March 2023 Licensure Exam for Teachers LET for Elementary and Secondary levels room assignments a few weeks before the exams.

The Licensure Exam for Teachers (LET) will be conducted on March 19, 2023 at PRC testing centers located at NCR, Baguio, Butuan, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, Antique, Bacolod, Bayambang, Bohol, Catanduanes, Cauayan, Digos, Dumaguete, General Santos, Ilocos Norte, Ilocos Sur, Kidapawan, Laguna, Marinduque, Masbate, Mati, Occidental Mindoro, Palawan, Romblon, and Tagum.

What to bring on the day of LET?

Here are the things to bring during the examination proper:

  • Official Receipt of payment of application for examination
  • One (1) piece Long Transparent White Plastic Envelope (for keeping your valuables and other allowed items)
  • One (1) piece long size brown envelope
  • Two (2) or more pencils (No. 2)
  • Ball pens (black ink only)
  • Negative RT-PCR Test Results (if applicable), or Certificate of Quarantine or copy of the Complete Vaccination Card for fully vaccinated examinees to be submitted to the proctor on the examination day.
  • Fully Accomplished Health Forms

What to wear on examination day?

Here are the specified dress codes from PRC:

  • For male examinees, tucked-in white polo shirt with collar (without any seal, logo, or mark); decent pants or slacks
  • For female examinees, tucked-in white blouse or shirt with collar (without any seal, logo, or mark); decent pants or slacks
  • Examinees shall be well-groomed, with hair properly clipped and/or pony tailed.

What are not allowed during board exams?

  • Books, notes, review materials, and other printed materials containing coded information or formulas
  • Calculators regardless of model or unit (except for examinees with Mathematics major)
  • Apple, Samsung and other smart watches, cellular phones, ear plugs, transmitters, portable computers, Bluetooth and other electronic devices which may be used for communication purposes;
  • Bags of any kind

On the use of calculator

Examinees for the secondary level with major in Mathematics are allowed to use calculators. However, the calculator must only include addition, subtraction, multiplication, division, trigonometric function, logarithm and xy functions.

One (1) calculator will be allowed inside the examination room per examinee which will also be thoroughly inspected by the examination personnel.

Board exams during the COVID-19 pandemic

The following precautionary health and safety guidelines shall be observed at all times during the conduct of the PRC licensure exams:

  • Wearing of face mask and face shield. Examinees are also required to bring alcohol-based sanitizers.
  • Examination personnel shall be provided with face mask, face shield and latex gloves.
  • Observe physical distancing by maintaining 1-meter distance from one another.
  • Body temperature will be checked using thermal scanner prior to entry at examination premises. Those with fever, colds or cough are not allowed to take the exams. Their payment will not be forfeited and can be used in the next licensure exam.
  • Examinees are advised to bring their food as they will not be allowed to exit the examination room during break time and lunch time.
  • Examinees shall sanitize before entering the examination room, after using the rest room and before distribution of test questionnaires.

PRC added that they will not be responsible of any lost personal belongings.

The Professional Regulation Commission (PRC) releases the March 2023 Licensure Exam for Teachers LET for Elementary and Secondary levels room assignments a few weeks before the exams.

The March 2023 LET will be conducted at PRC testing centers located at Metro Manila, Baguio, Butuan, Cagayan de Oro, Cauayan, Cebu, Davao, Iloilo, Koronadal, Legaspi, Lucena, Pagadian, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, Bohol and Dumaguete and additional testing centers at Calapan, Oriental Mindoro; Puerto Princesa Palawan; Boac, Marinduque, Romblon; San Jose, Occidental Mindoro; Kidapawan; Bayambang, Pangasinan; Bacolod City, Thailand and Antique.

The Board of Professional Teachers is headed by Dr. Rosita L. Navarro, Chairman; Dr. Paz I. Lucido, Vice Chairman; Dr. Paraluman R. Giron and Dr. Nora M. Uy, Members.

General Instruction to Examinees

1. Examinees should report before 06:30 in the morning every examination day. LATE EXAMINEES WILL NOT BE ADMITTED.

2. Bring the following: Notice of Admission (NOA), Official Receipt, pencils no. 1 or 2, black ball pens, metered-stamped window mailing envelope**, long brown and long plastic envelopes.

3. CELLULAR PHONES AND OTHER ELECTRONIC GADGETS ARE STRICTLY PROHIBITED. Wear the prescribed dress code.

Reminders on the Use of Calculators

Pursuant to Resolution No. 25 (s 2019), “Recommending Modifications to Commission Memorandum Circular no. 19 (s 2008): Updated list of non-programmable calculators allowed to be used in the licensure examinations”, examinees for the Secondary level, with major in Mathematics, may use calculators during the LEPT, provided, that such calculators have the following features only; addition, subtraction, multiplication, division, trigonometric function, logarithm and xy. Only one (1) calculator shall be allowed inside the examination room. All calculators shall be thoroughly inspected by the examination personnel.

What are PROHIBITED inside the examination rooms/premises:

a. Books, notes, review materials, and other printed materials containing coded data/information/formula;

b. CELLULAR PHONES, EAR PLUGS, TRANSMITTERS, PORTABLE COMPUTERS, SMART WATCHES, BLUETOOTH, AND OTHER ELECTRONIC GADGETS/DEVICES WHICH MAY BE USED FOR COMMUNICATION PURPOSES;

c. CALCULATORS, regardless of model or unit (For all examinees with majors other than Mathematics);

d. Bags of any kind (ladies’ bag, shoulder bags, attaché case, backpack, etc.);

e. Other examination aides not stated in this program.

Health Standards for Examinees and PRC Examination personnel

1 All examinees and examination personnel shall enforce the following precautionary measures among themselves:

1.1 Observe physical distancing of at least two (2) meters between examinees.

Examinees shall be restricted to their assigned seat;

1.2 Wear face mask (at least 3-ply surgical mask, preferably N95 mask) and face shield at all times;

1.3 Bring 70% ethyl alcohol for hand disinfection;

1.4 Wear latex gloves for exam personnel handling the test questionnaires;

1.5 Avoid close contacts like “beso-beso”, hugging, handshake, and directly touching other persons;

1.6 Avoid touching one’s eyes, nose, and mouth;

1.7 When sneezing and/or coughing, facial tissues must be used to wipe the nose and mouth areas. Dispose of used facial tissues properly; and

1.8 Avoid spitting in public, on floors, and along corridors.

Other important reminders for examinees:

1. Examinees and examination personnel shall bring their own meals (pre-packed meal/snack and drink) to be eaten during breaks, on their assigned seats. Face masks and face shields will only be removed when taking meals or drinks.

2. Windows will be opened to improve ventilation during breaks.

3. Examinees shall bring their own pens, pencils, and erasers. Borrowing from a seatmate is strictly not allowed.

4. Talking and loitering are prohibited in the hallways or in the examination room.

5, Physical distancing shall be strictly observed in the queuing of the examinees entering the testing venues;

6.  All examinees and examination personnel shall undergo temperature scanning:

7. Only examinees with a temperature of less than or equal to 37.5 degrees Celsius (37.5°C) shall be allowed to enter the testing venue;

8.  Examinee with a temperature of more than 37.5 degrees Celsius (37.5°C) shall be referred to the Building Supervisor, who shall refer the concerned examinee to onsite medical doctor/personnel for assessment. The examinee will not be allowed to take the rest of the examination.

9 Examinees shall proceed immediately to their designated examination rooms after the thermal scanning/screening.

10 During the examination proper, the following shall be strictly observed:

10.1 Watchers/Proctors and examinees shall practice social distancing measures at all times within the examination rooms, particularly when examinees submit their answer sheets and test booklets/questionnaires; only one examinee at a time shall be accommodated;

10.2 Any examinee who needs to use the restroom shall be accompanied by a room watcher/proctor, always maintaining social distancing measures. Only one examinee at a time shall be allowed to go to the restroom. Proper hand hygiene shall be observed particularly every after use of the restrooms; and

10.3 Protective facemasks and handkerchiefs/tissue shall be inspected by room watchers/proctors before the start of every subject and, if necessary, during the conduct of examination to ensure that they are not 7 used to conceal codigos.

The PRC has released the room assignments for the March 2023 Licensure Exam for Teachers (LET) for both elementary and secondary levels. The exam will be conducted on March 19, 2023, at PRC testing centers located across the country. The testing venues include NCR, Baguio, Butuan, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, Antique, Bacolod, Bayambang, Bohol, Catanduanes, Cauayan, Digos, Dumaguete, General Santos, Ilocos Norte, Ilocos Sur, Kidapawan, Laguna, Marinduque, Masbate, Mati, Occidental Mindoro, Palawan, Romblon, and Tagum.

The Board of Professional Teachers, headed by Dr. Rosita L. Navarro as Chairman and Dr. Paz I. Lucido as Vice Chairman, will administer the LET. The other members of the Board are Dr. Paraluman R. Giron and Dr. Nora M. Uy. The LET room assignments have been posted and are available online. Room assignments are divided into different testing venues, and each testing venue has assigned rooms for elementary and secondary levels as well as specific subjects such as English, Science, Filipino, MAPEH, Mathematics, Social Studies, TLTVE, and Values Education. Some testing venues also have assigned rooms for PWD examinees.

MOSCOW — In a year-end, televised event, Russian President Vladimir Putin expressed confidence in Russia's ultimate victory over Ukraine – insisting Russia would press on with the war until Kyiv either bowed to Russian demands of neutrality or faced defeat on the battlefield.

"Either we get an agreement" with Kyiv, said Putin, "or we solve this by force."

Putin's comments came amid a marathon four-hour press conference that the Kremlin leader combined with a so-called "direct line" call-in program for Russians.

The event was the first time Putin has fielded extended questions from either journalists or the public since he launched the full-scale invasion of Ukraine in February 2022. Putin also made his first public comments about Wall Street Journal reporter Evan Gershkovich, who has been in Russian custody since March.

The press conference — which included clearly choreographed moments of praise for the Russian leader — also came just days after the Putin announced he would stand for a fifth term in office when Russia holds elections next March.

With nearly all participating candidates openly supportive of Putin's wartime policies and would-be critics in exile or jail, Putin is universally expected to remain in power.

Putin's performance seemed timed to reflect Russia's growing confidence about the war effort in Ukraine.

Indeed, the mere fact that Putin was on stage suggested it: the Kremlin repeatedly postponed and eventually canceled last year's event amid repeated setbacks for Russian forces on the battlefield and an unpopular mobilization drive.

This year, in contrast, Putin pointed to Kyiv's recent stalled counteroffensive — and waning U.S. political support — as signs that a Russian victory was all but inevitable.

"Almost along the entire front line, our armed forces, let's put it modestly, are improving their position," said Putin.

Putin claimed that Russia now has more than 600,000 soldiers currently serving in the war zone and assured his public that another wave of mobilization was unnecessary.

Yet when asked about the prospect for peace, Putin vowed it would only come following the full "denazification" and "demilitarization" of Ukraine – two stated Kremlin objectives at the outset of the war.

He also basked in recent projections Russia's wartime economy would grow by 3.5%, despite nearly two years of punishing Western sanctions.

Putin also commented on the continued detention of Gershkovich, the Wall Street Journal's Moscow-based correspondent, who was arrested last March on espionage charges while on a reporting assignment in Russia's Ural mountains.

"You say why not return them to their homeland? Well, why then did they violate laws on Russian territory?" said Putin, when asked a question about freeing both Gershkovich and former U.S. Marine Paul Whelan, another American currently in jail on a spying-related charge.

Putin insisted Moscow had "not refused" a deal during recent prisoner swap negotiations that the White House insisted broke down over Russian objections.

Rather, Putin acknowledged "difficult" talks with the U.S. were ongoing, but claimed a deal acceptable to both sides had yet to be reached.

"I hope we find a solution," said Putin. "But, I repeat, the American side must hear us and make an appropriate decision, one that suits the Russian side."

Putin's comments came as a Moscow court upheld an earlier court ruling to hold Gershkovich in pre-trial detention until at least Jan. 30, 2024.

Whelan is currently serving a 16-year sentence in a remote Russian prison colony.

The U.S. maintains both men are "wrongfully detained."

"Although Evan appeared as sharp and focused as ever today in the courtroom, it is unacceptable that Russian authorities have chosen to use him as a political pawn," said U.S. Ambassador to Russia Lynne Tracy in a statement following Thursday's hearing.

"As the holidays approach, our thoughts are with Evan and Paul Whelan, as well as their families, friends, and colleagues," said Tracy. "Both of these men deserve to be at home with their families."

Questions from the public gave Putin a chance to engage in something akin to retail politics

Coming in the wake of Putin's announcement that he will seek reelection in March, the press conference had the air of a campaign event.

Putin stuck to by now familiar themes, such as Russia as a bulwark of conservative traditional values – arguing that Russia, rather than being isolated, was leading a global movement against a decadent, liberal West.

"In many cities of Europe and the U.S., not to mention other parts of the world, a lot of people around the world think we're doing things just right," said Putin.

Questions from the Russian public also offered the Kremlin leader a chance to engage in something akin to retail politics, as Putin seeks to extend his 24-year hold on power.

"What are you reading?" went one question. Putin's answer: the 19th-century Russian poet and novelist Mikhail Lermontov , often referred to as the poet of the Caucasus, after the setting of much of his work.

"What did you want to be, growing up?" was another question.

"An intelligence officer. And I became one," answered Putin, a former KGB officer.

Russians had also submitted videos pleading with Putin to intercede on issues such as a lack of heating, hot water, rotting infrastructure and inflation.

In one video, a pensioner from the southern region of Krasnodar asked Putin — addressing him as "my dear president" — to look into a recent spike in the price of eggs.

Putin acknowledged the government had failed to address the issue properly and vowed to do better. "Putin apologizes for higher egg prices," immediately read the headline on a national newspaper's website.

Meanwhile, less comfortable text messages occasionally flashed on a back wall screen and across social media.

"Tell us, when will our lives get better?" read one.

"Why is your 'reality' different from our lived reality?" asked another.

Putin made no indication he saw them.

"We all support your decision to participate in the elections next year," said Alexander Orlov, a young TV reporter from the Russian Far East as he prefaced a query about government investment in his native, remote Kolyma region.

"Because as long as I can remember," added Orlov with a nervous laugh, "you've been in power."

“His story should be here,” the headline boldly reads over a gaping blank front page across Wall Street Journal newspapers distributed Friday.

The powerful print marks exactly one year since American journalist and WSJ correspondent Evan Gershkovich was arrested in Russia on espionage charges. Gershkovich, The Wall Street Journal and the U.S. government have denied the alleged crimes, which a trial date has yet to be set for.

His actual crime is “journalism,” The Wall Street Journal asserts at the top of its newspaper recognizing his “one year stolen”: “A year of stolen stories, stolen joys, stolen memories.”

“It is well past time for this talented reporter and innocent man to come home,” the paper’s editor-in-chief, Emma Tucker, said in an open letter Friday that recognized not just Gershkovich’s capture, but the detention of hundreds of other journalists in global, targeted attacks on the free press.

“Evan has shown remarkable willpower, strength and even humor during his wrongful detention. We are amazed at his—and his family’s—steadfastness in the face of such a harrowing ordeal,” Tucker wrote. “But their fortitude doesn’t change the fact that Evan’s detention is a blatant attack on the rights of the free press at a time when evidence abounds around the globe of the vital role that quality journalism plays in our society’s understanding of world events and in bearing witness to history.”

“We know that he is innocent of what he’s being accused of. He’s a journalist,” Gershkovich’s father, Mikhail Gershkovich, told The Wall Street Journal in a sit-down interview with wife Ella Milman ahead of the anniversary of their son’s capture.

Milman said that she stays up late to follow overseas court hearings for updates and to potentially catch a glimpse of her son, who she said appears well, though she suspects he is putting on a front for his family’s well-being.

“He put the bar up high and we need to follow his example,” she said while acknowledging their anguish. “I miss my son.”

Evan Gershkovich's parents, Ella Milman and Mikhail Gershkovich, have expressed hope for their son's release.

Evan Gershkovich was taken into custody while on assignment in Yekaterinburg on March 29, 2023. He was accredited by the Russian Foreign Ministry to work as a journalist when he was detained and thrown into a Moscow jail cell.

“Journalism is not a crime,” U.S. President Joe Biden said in his own statement Friday recognizing Gershkovich’s one-year detention. Biden vowed to continue working to secure the journalist’s release and to continue denouncing and imposing costs upon Russia for its “appalling attempts to use Americans as bargaining chips.”

Other Americans deemed wrongfully detained by Russia include former U.S. Marine Paul Whelan, who was arrested in 2018 and accused of spying. Russia in late 2022 released WNBA player Brittney Griner , who was held on drug charges, in exchange for the release of Russian arms dealer Viktor Bout.

Russian President Vladimir Putin, in an interview last month, said that he believes “an agreement can be reached” in Gershkovich’s capture too.

Foreign affairs experts say that Putin likely feels no urgency in brokering a deal, however, and that he will wait until it fully benefits him.

“If Putin thinks he can gain a better PR coup by waiting for a more favorable opportunity to negotiate under a Trump presidency, then he will be perfectly content to do this,” Precious Chatterje-Doody, a senior lecturer in politics and international studies at The Open University in England, recently told HuffPost while speculating on former President Donald Trump ’s 2024 reelection campaign.

Fiona Hill, who served as a Russia specialist in the Trump White House, also told The Wall Street Journal that Putin “will take more and more Americans.”

“He has figured out he can exploit our domestic preoccupations and anxieties,” she told the outlet.

Questions from the public gave Putin a chance to engage in something akin to retail politics

Coming in the wake of Putin's announcement that he will seek reelection in March, the press conference had the air of a campaign event.

Putin stuck to by now familiar themes, such as Russia as a bulwark of conservative traditional values – arguing that Russia, rather than being isolated, was leading a global movement against a decadent, liberal West.

"In many cities of Europe and the U.S., not to mention other parts of the world, a lot of people around the world think we're doing things just right," said Putin.

Questions from the Russian public also offered the Kremlin leader a chance to engage in something akin to retail politics, as Putin seeks to extend his 24-year hold on power.

"What are you reading?" went one question. Putin's answer: the 19th-century Russian poet and novelist Mikhail Lermontov , often referred to as the poet of the Caucasus, after the setting of much of his work.

"What did you want to be, growing up?" was another question.

"An intelligence officer. And I became one," answered Putin, a former KGB officer.

Russians had also submitted videos pleading with Putin to intercede on issues such as a lack of heating, hot water, rotting infrastructure and inflation.

In one video, a pensioner from the southern region of Krasnodar asked Putin — addressing him as "my dear president" — to look into a recent spike in the price of eggs.

Putin acknowledged the government had failed to address the issue properly and vowed to do better. "Putin apologizes for higher egg prices," immediately read the headline on a national newspaper's website.

Meanwhile, less comfortable text messages occasionally flashed on a back wall screen and across social media.

"Tell us, when will our lives get better?" read one.

"Why is your 'reality' different from our lived reality?" asked another.

Putin made no indication he saw them.

"We all support your decision to participate in the elections next year," said Alexander Orlov, a young TV reporter from the Russian Far East as he prefaced a query about government investment in his native, remote Kolyma region.

"Because as long as I can remember," added Orlov with a nervous laugh, "you've been in power."
