If you’re applying for a loan from the Small Business Administration (SBA), there’s a good chance that you’ll need a business plan to get approved. An SBA business plan provides a summary of the various aspects of your business, and we will guide you through the process of creating it, from writing your company description and marketing and sales strategies to completing financial data and projections and your executive summary.

Although there is no standard format, and to help you ensure nothing is overlooked, you can use our SBA business plan template above to ensure you cover the most important areas of your company. A well-prepared business plan can improve your chances of getting an SBA loan.

Step 1: Write the Company Description

This section should contain information about the purpose of your business. It should include a description of the problem or challenge your product or service aims to solve and what types of individuals or organizations will benefit.

A strong company description should also address the following questions:

  • Why does your company exist?
  • What problems does your business aim to address?
  • What prompted you to start your business?
  • What organizations or individuals will benefit from your company’s product or service?
  • What makes your company different from others?
  • What competitive advantages does your business offer?
  • What would a successful product launch look like?
  • Does your company have strategic partnerships with other vendors?

Step 2: Identify Organization & Management

Details about the legal and tax structure of your business should be included in this section. It can also be helpful to include an organizational chart of your company. You can include information about each team member’s background and experience and how it is relevant to your company:

  • Highlight what business structure you have selected and why. Examples commonly include a sole proprietorship, limited liability company (LLC), partnership, S corporation (S-corp), and C corporation (C-corp)
  • Include an organizational chart showing which team members are responsible for the various aspects of your company
  • You can include resumes for members of your leadership team highlighting their experience and background

Step 3: Specify the Market Analysis

The market analysis section of your SBA business plan should look at who your competitors will be. Look at what they are doing well, what their weaknesses are, and how your company compares.

The SBA’s market analysis page contains information on how you can approach this. Questions you should also consider addressing should include:

  • Who are the major competitors in the market?
  • What are competitors doing well and are there areas for improvement?
  • How does your company compare to the top competitors?
  • How has the product or service evolved over time?
  • Are there any trends for supply and demand throughout the year?
  • What can your company do to stand apart from the top competitors?

Step 4: Write Descriptions of the Products or Services

In this section, you should detail the product or service offered by your business. You should explain what it does, how it helps your customers, and its expected lifecycle. You can also include things like any expected research and development costs, intellectual property concerns such as patents, what the lifecycle of your product looks like, and what is needed to manufacture or assemble it.

Here are some things to consider as you are working on this section:

  • Description of what your product or service does
  • How your product or service works
  • How your customers will benefit from your product or service
  • Illustration of the typical lifecycle
  • Any patents or intellectual property you or your competitors have
  • Pricing structure
  • Plans for research and development
  • Discuss plans for handling intellectual property, copyright, and patent filings

Step 5: Indicate the Marketing & Sales Strategy

Details of your marketing and sales strategy will be highly dependent on your business. It’s also something that may evolve and change over time in response to things like the overall economic environment, release of competitor’s products or services, and changes in pricing.

With that being said, here is a list of some items that should be addressed:

  • Who is your target audience?
  • How will you attract customers?
  • How and where will sales be made?
  • If applicable, what will the sales process look like?
  • Where will you market and advertise your product or service?
  • How does your marketing strategy compare to other companies in the industry?
  • How much should you spend on marketing?
  • What is the expected return on investment for marketing?
  • Do you have any data showing the effect of marketing?

Step 6: List Financial Data & Projections

If your business has been running, you should include information about its finances. This should include all streams of revenue and expenses. Data for financial projections should also be included, along with a description of the methodology you used to reach those conclusions.

If available, you should be prepared to provide the following financial documents for at least the last three years to five years:

  • Personal and business tax returns
  • Balance sheets
  • Profit and loss (P&L) statements
  • Cash flow statements
  • Hard and soft collateral owned by your business
  • Business bank statements for the last six to 12 months

Financial projections should include enough data to offer some confidence that your business is viable and will succeed. It’s recommended that you provide monthly projections looking forward at least three years, with annual projections for years four and five.

  • Projections for revenue and methodology used in arriving at these figures
  • Expected shifts in revenue or expenses as a result of seasonality or other factors affecting supply and demand
  • Expected expenses from loan payments, rent, lease payments, marketing and advertising fees, employee salaries, benefits, legal fees, warranty expenses, and more

Step 7: Write the Financing Request

This section is where you should specify how much funding you need, why you need it, what you’ll use it for, and the impact you expect it will have on your business. It’s also a good idea to indicate when you expect to use the funds over the course of the next three to five years.

Here is a checklist of some important items you should cover:

  • How much funding you need and why
  • When you will use the funds over the next three to five years
  • What you will use the funds for
  • The expected impact this will have on your business and how it will help reach your business goals
  • The anticipation of any recurring needs for additional funding
  • Your strategy for how you expect to pay off the loan
  • Any future financial plans for your business

Step 8: Fill In the Appendix & Supplemental Information

This last section of your SBA business plan should include any additional information that may be helpful for lenders. This can include more detailed explanations or clarifications of data from other sections of your business plan.

Here are some examples of documents you can include:

  • Business licenses
  • Certifications or permits
  • Letters of reference
  • Photos of products
  • Resumes of business owners
  • Contractual agreements and other legal documents

Step 9: Complete the Executive Summary

The executive summary, which is the first section in a business plan, should be no more than one to two pages and provide a high-level overview of the items listed below. Since each section above is already detailed, a brief description of those sections will be sufficient:

  • Your company’s mission statement
  • The background and experience of your leadership team
  • The product or service and what purpose it serves
  • Your target market for the product or service
  • Competitive analysis of other products and services
  • Your competitive advantage or why your company will succeed
  • Marketing and sales strategy
  • Financial projections and funding needs

Department of the Treasury announces $50 million to help underserved small businesses secure financing; Small Business Administration delivers $50 billion to small businesses and sees record loans to minority businesses

  • $50 million in American Rescue Plan funds will help thousands of small businesses access historic investment opportunities from the President’s Investing in America agenda . The U.S. Department of the Treasury is announcing awards of more than $50 million to 20 states to provide legal, financial, and other advisory services that are expected to help more than 10,000 small businesses owned by individuals from traditionally underserved communities secure loans and investments to grow and expand. These awards are being provided through the State Small Business Credit Initiative’s (SSBCI) Technical Assistance Grant Program – part of the American Rescue Plan’s historic support for underserved small businesses that is providing capital, building ecosystems of opportunity and entrepreneurship, and creating new jobs and economic opportunity. This announcement represents only a portion of the nearly $10 billion SSBCI funds deployed to states, tribes, and territories to launch and expand capital access programs for roughly 100,000 small businesses. Each dollar of SSBCI funds catalyzes $10 of small business lending and investments – resulting in tens of billions of new small business financing across the country through 2030. To date, the Treasury Department has already approved more than $8 billion in funding to all 50 states, and an additional $108 million in technical assistance grants to 32 states through the SSBCI Capital Grant and Technical Assistance Grant programs. 
  • Small Business Administration (SBA) delivered $50 billion to small businesses in Fiscal Year 2023, with major increases in support for underserved businesses, including minority-owned businesses. Today, the SBA released data on the performance of its lending programs in Fiscal Year 2023, including its signature 7(a) Loan Program, which supports financing to small business for working capital and a range of other uses, and its 504 Loan Program, which provides financing for major fixed asset purchases. That data shows SBA delivered a historic $50 billion in capital to small businesses across the country in Fiscal Year 2023. Highlights from the data include:
  • Total SBA Lending: The SBA has backed $108 billion in 7(a) and 504 loans to small businesses during the Biden Administration – 32% more than the same time in the prior administration.
  • Minority Lending: Since 2020, the share of the SBA’s loan portfolio going to minority-owned businesses has increased from 23% to over 32%. For example, the number and dollar value of SBA-backed loans to Black-owned businesses has more than doubled. The SBA backed $3 billion in loans to Latino-owned businesses in FY23 – a record-breaking high. Lending to AAPI-owned small businesses is on the rise, with loan count and total loan dollars both increasing by over a third since 2020. Finally, loans to Native-owned small businesses are up 70% and total loan dollars have nearly doubled since 2020. These are just a few of the results of SBA’s efforts to expand access to its core capital programs for all small businesses.
  • Women-Owned Small Businesses: Lending to women-owned small businesses is once again on the rise, with loan counts increasing by 70% since 2020 and total loan dollars exceeding $5 billion in 2023.
  • Veteran-Owned Small Businesses: Loans to veteran-owned small businesses are up by a third since 2020, with total loan dollars exceeding $1 billion in 2023.
  • Small dollar loans. Small businesses consistently voice the need for access to small dollar loans, with survey results indicating over 50% seek loans of less than $100,000. According to another survey , only one-third of the smallest businesses – those with $100,000 or less in annual revenue – report receiving the full funding they request from banks. The SBA has worked to increase small dollar loans, and in FY23 delivered nearly $90 million in microloan funding – loans of $50,000 or less—with 35% of those loans going to Black-owned businesses and 15% going to Latino-owned businesses. SBA delivered more loans in its signature 7(a) loan program under $150,000 in FY23 than in FY22, FY21, and FY20 – an overall 45% increase since President Biden took office.
  • SBA and the Department of Agriculture strengthen partnership to invest in rural small businesses. This week, the SBA and USDA signed a memorandum of understanding to strengthen their long-standing partnership to create jobs and economic growth in small and underserved communities. Together, the agencies will provide trainings to rural businessowners, work with agricultural producers to identify ways to export products, and expand the collaboration between USDA’s Rural Partners Network and SBA’s Resource Partners Network to improve economic security for small businesses throughout rural America.

The Biden-Harris Administration has already taken significant steps to support small businesses in the past few months. This includes:

  • SBA expanded its lending program focused on underserved communities for the first time in 40 years. This fall, the SBA issued new licenses to lenders in the Small Business Lending Company (SBLC) program for the first time in 40 years . The lenders in this program historically outperform banks and credit unions in lending to minority-owned businesses. The three new licensed lenders – Arkansas Capital Corporation, Alaska Growth Capital, and Funding Circle – have expertise and history lending to traditionally underserved communities. Arkansas Capital Corporation is a community development financial institution (CDFI) serving Arkansas and the bordering states, and since 2019 has delivered more than half of their lending to Persistent Poverty Counties – counties with at least a 20% poverty rate for over 30 years. Alaska Growth Capital is a certified Native CDFI with more than 60% of activities dedicated to serving Alaska Native, Native American, and Native Hawaiian businesses and communities. Funding Circle is an online lending platform that has originated more than $4.5 billion in loans to small businesses, with 33% of current loans going to small businesses in low-to-moderate income neighborhoods and 40% going to small businesses in rural areas.
  • Treasury released a Notice of Funding Opportunity for $75 million SSBCI Investing in America Small Business Opportunity Program.  In October, Treasury announced a $75 million competitive grant program with American Rescue Plan funds for states to provide services to help very small and underserved businesses access opportunities created by the President’s Investing in America agenda – which includes the historic investments made by the Bipartisan Infrastructure Law, Inflation Reduction Act, CHIPS and Science Act, and American Rescue Plan – by offering them technical assistance.
  • The Minority Business Development Agency (MBDA) awarded $100 million through the Capital Readiness Program to invest in small business incubators and accelerators . The MBDA awarded 43 non-profit community-based organizations funding to support underserved entrepreneurs launch and scale their small businesses. This program, funded through the American Rescue Plan, is the largest-ever direct federal investment in small business incubators and accelerators of its kind.
  • SBA’s Community Navigators Program provides critical technical assistance. This summer, the SBA announced that its more than 50 American Rescue Plan-funded Community Navigators grantees had already helped to secure nearly $250 million in approved funding for small businesses, trained over 290,000 business owners, and conducted 145,000 hours of one-on-one counseling.  With funding set to expire by the end of this year, the Biden-Harris Administration proposed additional funding for the program in its FY24 Budget proposal and has called on Congress to continue the program.
  • Historic investments in small businesses have been provided through the federal procurement system. In 2022 , the Biden-Harris Administration awarded a record-breaking $163 billion in federal procurement opportunities to small businesses. These awards include a record $69.9 billion, or 11.4% of federal contracting spending, to Small Disadvantaged Businesses (SDBs) – exceeding the Administration’s FY22 goal – and over $28 billion to service-disabled Veteran-owned (SDVOB) small businesses, or 4.6% of federal contracting spending.

If you’re skilled in a certain trade — say, bookkeeping — you can launch a business with almost no money . The SBA has a worksheet that will help you calculate typical expenses for a small business, including one-time expenses such as:

  • Rent : This includes security deposit, first month’s rent and utilities. If you’re working from home, you can deduct a percentage of your rent or mortgage on your taxes .
  • Improvement costs: Anything that you might spend on your physical place of business to make it suitable for work.
  • Inventory : If you’re selling a product, you’ll need goods to keep up with customer demand.
  • Employees : This includes payroll, payroll taxes, and health insurance.
  • Professional services: Accountants, lawyers, and consultants will all need to be paid
  • Supplies : Think office supplies, such as paper and pencils, and operating supplies, like computers and printers.
  • Marketing: Business cards, stationery, flyers, and advertising all fall under this category.
  • Miscellaneous : This includes licenses, permits, legal fees, signage, technology, and accounting software. Everything else — liability insurance, repairs, maintenance, and dues.

The most difficult part of starting a small business is committing to your vision. It’s easier if you break down the process into small, achievable goals. Here are 10 steps that will get you on your way:

1. Do your research

If you don’t do basic market research before you launch your business, you may be down for the count before you even get started. Ask neighbors, friends, and even your barista if they would be interested in your product or service — and ask how much they’d be willing to pay for it. 

Conduct competitor research, local and global searches, and even offer surveys to consumers to see what the need versus want ratio is. 

2. Write a business plan

A business plan is your roadmap; it helps guide you as you start and grow your company. If you need capital to get started, most investors will want to review a business plan before they commit to any financing. 

To organize your ideas, download and fill out a business plan template . A well-written business plan provides clarity, confirms the math, and helps you establish goals so your business has the best chance of success.

3. Choose a business name

Finding the perfect brand name is a vital step in launching a new business. But hiring a professional naming company doesn’t come cheap — it can cost as much as $100,000 , according to Fast Company.

4. Decide on your location

5. Get your finances in order

  • Obstacles : What could throw you off course along the way?

Once you’ve written a business plan and are feeling confident, you’re ready to establish:

A name for your business

A great business name should succinctly identify your company and its audience. Brainstorm and get feedback from friends, family, and potential customers. And before you fall in love with your new company name, make sure that an established business in your industry isn’t already using that name.

A location for your business

Choosing where to conduct business is one of the most important decisions you can make for your small business. While staying close to home may be your first instinct, a change of venue may prove to be financially advantageous.

A business structure

For tax purposes and protection of personal assets, you need to choose a business structure that offers the right balance of legal protections and benefits. Common business structures include sole proprietorship, partnership, limited liability company (LLC), corporation, and cooperative.

3 Biden administration policies harming small businesses

Economic warning signs are blinking red, and biden's political numbers aren't much better.

The nation recently marked "Small Business Week , " which has historically been a time to honor our nation’s entrepreneurs. Yet the regulatory assault from the Biden administration has hardly been a cause for celebration. 

Having survived COVID-19, inflation, rising costs of energy , and widespread labor shortages, employers are facing increasing headwinds from their own federal government. In an economy where regulatory certainty is key to growth, the Biden administration has brought anything but. Consider three events from the last few weeks alone: 

First, the administration continued deflecting responsibility for lingering inflation onto private companies with their obsession over so-called "junk fees," which are service charges imposed by private companies that the Biden administration deems to be unfair.

Sure, no one likes paying unexpected costs, but consumers also are free to shop around on different platforms or apps. Furthermore, the administration is applying an overly broad, one-size-fits-all mentality rather than specifically targeting certain industries. They’re deploying a sledgehammer for a situation that calls for a scalpel.

BIDEN'S NEW ATTACK ON SMALL BUSINESS COULD GUT US INNOVATION

The administration is barely bothering to hide the political motivation. Bharat Ramamurti, former deputy National Economic Council director, admitted that, "junk fees, out of 180 things they polled, was in the top three most popular actions."

Second, the Federal Trade Commission (FTC) issued a blanket rule banning non-compete agreements . Framed by FTC Chair Lina Khan and her followers as evil contracts that prevent workers from switching jobs in search of better employment opportunities, the reality is more complex.

Non-competes are an essential tool to prevent corporate espionage and ensure that competition is fair, which is ironically a tent pole of the FTC mission statement too often ignored by Khan in pursuit of her ideological crusade. Non-competes also allow businesses to protect their intellectual property and invest in the training of their employees.

It’s no wonder the FTC’s unilateral ban already faces legal challenges and an uncertain future.

Finally, Biden has promised to let the Trump-era tax cuts , due to sunset at the end of next year, expire. In other words, he will raise taxes on almost everyone, not just the "wealthy and biggest corporations." According to the Tax Foundation, the 2017 Tax Cuts and Jobs Act (TCJA) cut taxes across the board, including those at the bottom half of the tax bracket.

The law not only lowered the marginal tax rates and widened tax brackets, but also expanded credits aimed at families, including the standard deduction and child tax credit -- both of which nearly doubled.

Also, the TCJA included the small business deduction in Section 199A, which allows these taxpayers to deduct up to 20% of their qualified business income.

By lowering their tax burden, the tax law has given small businesses the relief and flexibility to expand, pay higher wages or financially prepare for the unknown.

Meanwhile, the economic warning signs are blinking red. Gross domestic product missed the mark by a wide margin in the first quarter. Instead of the 2.4% increase anticipated by economists, GDP growth came in at only 1.6%. 

A Commerce Department report showed that inflation in the first quarter, as measured by the personal consumption expenditures index, rose by 3.7%. The dreaded "stagflation" discussion has begun.

The political numbers aren’t much better for Biden. A poll from CNN found 70% of Americans believe economic conditions are poor. The president’s approval ratings for the economy (34%) and inflation (29%) are underwater.  Biden trails Trump by the largest margin of the race at the national level.

Good policy leads to good politics. It’s a lesson the Biden administration would be wise to heed. Unfortunately, from junk fees to non-competes to tax hikes, their recent actions do not offer much in the way of hope on either front, especially for small businesses.

Sba awards celebrate small businesses, southwest sbdc, two area businesses receive honors tuesday.

Representatives from the U.S. Small Business Administration and Minnesota Small Business Development Centers honored the Southwest Minnesota SBDC team at an award ceremony Tuesday. MARSHALL — Small businesses are a driving force in Minnesota, Brian McDonald said. That was a big reason why the small businesses and supporters in southwest Minnesota were worth celebrating.

“Small businesses are the engine of our nation’s economy,” said McDonald, director of the Minnesota District of the U.S. Small Business Administration.

On Tuesday, the SBA honored two southwest Minnesota business owners, as well as the staff of the Southwest Minnesota Small Business Development Center. Layne Lozinski, founder of Maxx Drainage, LLC in the Minneota area, was named as the SBA’s Minnesota Young Entrepreneur of the Year. Terri Wood, owner of Woody’s Trucking, Inc., in Willmar, received the SBA Minnesota District Office Women-Owned Small Business of the Year award.

The Southwest SBDC received the Minnesota Small Business Development Center Excellence and Innovation Center Award. The Southwest SBDC provides services like consulting, training and research to help small business owners across an 18-county region.

“It’s a really happy day to be here today,” McDonald said. The awards ceremony was held at the campus of Southwest Minnesota State University, as part of National Small Business Week.

“National Small Business Week is held annually to highlight the impact of outstanding entrepreneurs, small business owners and small business supporters across the nation. So this is happening all across the country,” McDonald said.

Award recipients said it was a bit of a shock, but a positive experience, to receive the honors.

“I feel grateful for it and happy to receive it,” Layne Lozinski said of being named Young Entrepreneur of the Year. “I was surprised that I got it, for sure.”

“I stand here today with a heart full of gratitude and pride, and we celebrate this achievement for the Southwest SBDC personnel,” said Southwest SBDC regional director Christine Fischer.

SBDC State Director Andy Donahue said the SBDC Excellence and Innovation Center Award is more than just an award. “This represents the innovation, the collaboration, the partnership that their offices have done over the last year,” Donahue said. The award recipients are voted on by the nine regional SBDCs in Minnesota, he said.

Donahue said the Southwest SBDC team stood out for their integrity, teamwork and professionalism.

“One of the first things I was told about the Southwest Minnesota team was how they had the ability to work through a variety of different situations that affect their community itself,” he said. Those situations included disaster relief, agriculture and even the COVID pandemic. “They would always find the ability to succeed, and find the ability to work collaboratively with their community partners.”

Fischer said the credit for the award went to the Southwest SBDC team, for their hard work and passion.

“Any time we’re talking about our consultants, we refer to them as the Southwest super crew,” she said. “I would like to express my deepest gratitude to each member of our team. Your commitment to excellence and willingness to go above and beyond made this award possible for our team.”

Fisher also thanked Southwest SBDC’s clients, their partners at SMSU, the state SBDC office, and the regional SBA office.

Lozinski said he was surprised to learn he had received a statewide honor for businesspeople under 30.

“That makes it a little bit different, for the scope of the business, that they chose our agricultural base in this really small sector of the economy in the grand scheme of things,” he said. “I thought that was really unique on our behalf, with our business, and that was one thing that really shocked me.”

Lozinski grew up in rural Minneota, and is a 2022 graduate of SMSU.

“Originally I wanted to do agricultural banking. And then the summer I graduated high school, I worked for a family business that builds grain bins and installs field tile,” Lozinski said. “They ended up putting me on their tiling crew, and I really enjoyed it.”

At the age of 19, Lozinski founded Maxx Drainage, his own agricultural tile and drainage business. Today the business serves Lyon, Lincoln, Yellow Medicine, Redwood and Lac qui Parle Counties.

Presenters said Lozinski demonstrated a strong work ethic and a strategic vision that led to Maxx Drainage’s growth.

Lozinski said Southwest SBDC helped him with planning for and expending his business.

“They did a cash flow analysis, and helped us plan and purchase equipment,” he said. “They’re really good to work with.”

Woody’s Trucking started in Lester Prairie, and moved to Willmar in 2011. Owner Terri Wood said the Southwest SDBC helped the business purchase a location in the community. Today, the business has grown to a fleet of 18 trucks serving 40 contiguous states, as well as a full-service location. Wood is also active in the local community, with the Minnesota Trucking Association, and the Minnesota state SBDC board.

Wood said getting the news about the Women-Owned Small Business of the Year award was an emotional experience.

“I’m truly honored,” she said. “I was just instantly flooded with tears.”

Wood said hard work, dedication, and faith all went into leading her business. “My husband started the business, and I came alongside him. We work together,” she said. “You just get after it every day, and work hard every day.”
