INSTRUCTIONS

HQ AETC and the hiring authority reserve the right to review and validate a member’s eligibility for the below special duty.

A. QUALIFICATIONS:

1. Grades E-5 to E-7 must be an approved candidate on the AF Special Duty Nomination list (E-4 and E-

8 must apply via AMS and application via instructions below).

2. For E-4 and E-8 only -- If CONUS, minimum of three years time on station (TOS) at time of application; if on a controlled tour, within twelve months of date of availability, if overseas, between 13 and 10 months DEROS to apply. Minimum TOS to be eligible to move is four years.

3. Minimum physical profile of 121121. If member does not meet minimum profile requirements, the servicing medical authority must make a determination if the condition is waiverable.

4. Overall EPR rating of 5 on last three performance reports.

5. Have a CCAF degree or be within 12 months of completion. (Note: All Developmental Special Duty will require a CCAF effective 1 Oct 14).

6. Must have scored 80 or above on last two fitness test, or 90 or above on most recent fitness test, no failure on any portion within the last 12 months or exemptions from any component.

7. No record of disciplinary action that resulted in an Article 15 or Unfavorable Information File for the past three years.

B. APPLICATION:

2. Copy of AF IMT 422A with current PULHES and statement: "Applicants medical records have been reviewed and there is no history of alcohol/drug abuse. Individual is able to endure long periods of standing on a daily basis and has a good speaking voice with no speech impediment.” If member does not meet minimum profile requirement, the servicing medical authority must determine if condition is waiverable and must annotate that on the form.

3. Copy of most recent Air Force Physical Fitness Test results from the AF Portal.

2. Career Assistance Advisor – SDI 8A100

1. Must be a MSgt through SMSgt with skill level commensurate with grade. MSgt must have less than 20 years TAFMSD as of the reporting month. The specific grade requirement is determined by authorized grade listed in the Unit Manning Document at each location.

2. Ability to speak clearly and communicate well with others. Have superb counseling and briefing skills.

3. Minimum “General” AQE score of 47.

4. Have commander’s recommendation.

5. Have or be willing to obtain at least 12 months retainability for short-tour locations as of the duty effective date and can/will extend DEROS to obtain 12 months in position upon selection.

6. Have or be willing to obtain 24 months retainability for long tour locations as of the duty effective date and can/will extend DEROS to obtain 24 months in position upon selection.

7. Have a CCAF degree or be within 12 months of completion.

(Note: All Developmental Special Duty will require a CCAF effective 1 Oct 14)

8. Graduate of a certified SNCO Academy by correspondence or in-residence.

9. Must have scored 80 or above on last two fitness test, or 90 or above on most recent fitness test, no failure on any portion within the last 12 months or exemptions from any component.

10. Be outstanding in appearance, military bearing, and conduct both on/off duty.

11. Overall EPR rating of 5 on last three performance reports.

12. Minimum physical profile 333233. If member does not meet minimum profile requirement the servicing medical authority needs to make determination if condition is waiverable.

13. No record of disciplinary action that resulted in an Article 15 or Unfavorable Information File for the past three years.

2. Memo/Letter : Include this statement in the additional comments: “I verify this member maintains the highest standards of military appearance and professional conduct.”

3. Targeted Military Resume (Refer to AFH 33-337), Tongue and Quill, dated 01 Aug 04, pg

5. AF IMT 422A or medical statement reflecting current physical profile. If member does not meet minimum profile requirement the servicing medical authority must determine if condition is waiverable and annotate that on the form.

6. Copy of most recent Air Force Physical Fitness Test results from the AF Portal.

1. Grade: E-4 or above.

2. Meet prerequisite requirements of Basic Instructor Course (BIC) in AFCAT 36-2223 (Applies to instructor positions).

3. Demonstrate proficiency in reading, writing, and speaking Spanish by obtaining minimum scores of

2/2 on the Spanish Language Proficiency Test.

4. Good speaking voice with no speech impediments.

5. Individuals selected for IAAFA duty are highly encouraged to obtain a Mess Dress Uniform.

1. Review EQUAL-Plus for current job openings in applicable AFSCs.

2. Applicants will be interviewed telephonically by the Chief Enlisted Manager or the IAAFA Deputy.

Part of the interview will be conducted in Spanish to ascertain applicant's aptitude of the Spanish language. Candidates should be aware they may perform TDYs outside the CONUS for lengthy periods of time as part of Mobile Training Team (MTTs) and Military-to-Military visits. 3. After telephone interview you may be required to provide the following:

a. Copy of last five performance reports. b.

Memo/Letter

with Commander’s recommendation. The statement must include the following: "I have personally interviewed the candidate and recommend him/her for duty in IAAFA and the individual is well suited socially and temperamentally to work closely with forces from allied nations. Member exhibits outstanding dress and appearance IAW AFI 36-2903 standards. Member does not have any history of adverse quality force indicators within the last 36 months.

c. Copy of test results from the Spanish language proficiency test (required prior to assignment selection).

d. AF IMT 422A with the following statement signed by a medical authority: "Individual's medical records have been screened and reveal no history of psychiatric, emotional, drug, or alcohol related incidents. Individual has the physical stamina to endure long periods of standing and speaks clearly without speech impediment."

4. Air Force Reserve Officer Training Corp (AFROTC)-Detachment and Region Personnel

2. No record of disciplinary action or financial irresponsibility.

3. Overall EPR rating of 4 or 5 on last three performance reports.

4. Must have a physical profile of 222221, and no medical problems.

5. Outstanding appearance, military bearing, and conduct.

6. For quality of life information at desired locations, call the detachment at the phone number provided in the EQUAL-Plus ad.

7. Must have a passing score on the annual fitness test. Must not be enrolled in a mandatory fitness program.

B. APPLICATION

2. AF IMT 422A, or medical statement reflecting current physical profile, dental classification of 1, and the following statement by a competent medical authority: "Applicant’s and dependent’s medical records (except airmen serving unaccompanied oversea tours) have been reviewed and reveal no history of psychiatric problems, or other potentially disqualifying ailments requiring specialized medical treatment or prolonged hospitalization.”

4. Military couples should understand join spouse assignment may not be possible for this assignment.

5. Recruiting Duty - SDI 8R000, 8R200, 8R300

A. QUALIFICATIONS: Enlisted Accession Recruiter

Must be an approved candidate on the Air Force Special Duty Nomination List. HQ AETC and HQ RS reserve the right to review and validate a member’s eligibility for Recruiting duty.

1. Be a SSgt thru MSgt with 4 or more years from current/projected grade HYT. A four (4) year enlistee must have at least 35 months Time in Service (TIS) and a six (6) year enlistee must have 59 months TIS to apply for Recruiting duty. SSgt selects must have ALS completed.

2. Meet appropriate Time On Station (TOS) requirements as of the RNLTD. Overseas members must be within one year of their established Date of Return from Overseas (DEROS) to apply.

3. Be qualified in Primary Air Force Specialty Code (PAFSC) and possesses an appropriate skill level commensurate with grade/rank.

5. No record of disciplinary action that resulted in an Article 15 or Unfavorable Information File for the past three years. Never been convicted by a General, Special or Summary Courts-martial.

6. No record of substance abuse, domestic violence or child abuse.

7. Must posses a minimum physical profile of 111321, a minimum dental classification of II, and have the ability to speak clearly and distinctly. Mental Health review will be evaluated. No record of emotional instability, personality disorder, sexual misconduct or other unresolved mental health problems that will interfere with the ability to perform Recruiting duty.

6. Must exemplify outstanding military appearance, image, military bearing, conduct, and past duty performance. Tattoo placement, size and nature will be evaluated. Appropriate military image in uniform is paramount. Must meet or exceed AFI 36-2903 standards.

7. Must have scored 80 or above on last two fitness test, or 90 or above on most recent fitness test, no failure on any portion within the last 12 months or exemptions from any component.

8. Have a valid state driver's license. A copy of the Department of Motor Vehicle record will be required in the application process.

9. Minimum ‘General’ AQE score of 40.

10. Must be financially stable, to include no history of financial instability or excessive debt to income ratio.

11. Nominative Commanders/CCMs must ensure candidates demonstrate the maturity and ability to operate in an autonomous environment, without direct day to day supervision. Additionally, married nominees must demonstrate strong family bonds with mature emotional support. Spouses will be interviewed during the application process.

12. Single Parents require a solid dependent care plan ensuring a readily available care provider is within 30 miles of the Recruiting location member will be assigned to. HQ RS/CC is the approving authority.

13. Recruiter selection cycles are on a quarterly basis. Individuals selected as a candidate, from the

Nominative list, will be contacted by the Recruiter Screening Team with instructions for completing the application and explaining the hiring process. Additional information concerning USAF Recruiting duty may be obtained through the Portal: Search on “Become a Recruiter” or email [email protected].

13. Have a CCAF degree or be within 12 months of completion.

(Note: All Developmental Special Duties will require a CCAF effective 1 Oct 14)

Second Tier Recruiter and Third Tier Recruiter

1. Must be a SSgt select through SMSgt, currently serving in SDI 8R or prior qualification in SDI 8R.

Must meet all above requirements and have a minimum of 36 months experience.

Recruiter assignments are advertised on a quarterly basis. Limited time-on-station waivers may be authorized for CONUS assignments. Overseas members must be within one-year of established DEROS to apply. Additional information about USAF Recruiting duty may be obtained by visiting the

MAJCOM PME OPR and the hiring authority reserve the right to review and validate a member’s eligibility for the below special duty.

1. Must be a SSgt thru SMSgt with 4 or more years from current/projected grade HYT.

2. Minimum physical profile 222221. If member does not meet minimum profile requirement the servicing medical authority needs to make determination if condition is waiverable.

3. Minimum ‘General’ AQE score of 24.

4. Ability to speak clearly and communicate well with others.

5. Have a CCAF degree or be within 12 months of completion. (Note: All Developmental Special Duties will require a CCAF effective 1 Oct 14

6. Graduate of a certified in resident PME course at a level equal to or higher than the position for which the member is applying prior to reporting for duty. (MAJCOM Assignment coordinators will notify

MAJCOM EPME Managers 9-12 months prior to RNLTD, to ensure individuals selected for PME instructor duty are scheduled for PME prior to reporting for duty).

8. Must have high standards of military appearance and conduct.

9. Be qualified in Primary Air Force Specialty Code (PAFSC) and possesses an appropriate skill level commensurate with grade/rank.

10. Overall EPR rating of 5 on last three performance reports.

11. No record of disciplinary action that resulted in an Article 15 or Unfavorable Information File for the past three years.

Memo/Letter :

Include this statement in the additional comments: “I verify this member maintains the highest standards of military appearance and professional conduct.”

1. Must display the appearance and military bearing necessary to properly represent the Air Force in a civilian environment.

2. Must have clear and distinct voice without speech impediment.

4. Must possess the AFSC listed in the EQUAL-Plus advertisement.

1. Complete AETC Special Duty Application.

2. Copies of last five performance reports (if requested by controlling authority).

3. AF IMT 422A or medical statement reflecting current physical profile, and Dental Class 1 and the following statement by a competent medical authority: "Applicant and dependent’s medical records

(except airmen serving unaccompanied oversea tours) have been reviewed and reveal no history of psychiatric problems, or other potentially disqualifying ailments requiring specialized medical treatment or prolonged hospitalization. Member has a good speaking voice with no speech impediment.”

4. Copy of most recent Air Force Physical Fitness Test results from the AF Portal.

A. Qualifications:

1. SSgt-MSgt must be an approved candidate on AF Developmental Special Duty nomination list.

2. SMSgt positions will be advertised on EQUAL Plus.

3. Grade: SSgt – SMSgt; SSgts must have one year Time In Grade and completion of Airman Leadership

School as of the reporting month.

4. Minimum of 5 years Time In Service with 4 or more years from current/projected grade HYT . Past

Military Training Leaders may apply after spending a minimum of four years in his/her respective AFSC prior to re-applying.

5. Skill level commensurate with grade.

6. Minimum physical profile of 121221 and the ability to speak clearly and distinctly. If member does not meet minimum profile requirement, the servicing medical authority needs to make determination if condition can be waived.

7. Overall EPR rating of 5 on last three performance reports.

8. Must have current Air Force Physical Fitness assessment on all components IAW AFI 36-2905.

Applicants must have scored an 80 or above twice in the last 12 months; or 90 or above once in the last 12 months. Additionally, applicant must not have any PT failures for any portion of the PT test in the last 12 months.

9. Minimum ‘General’ AQE score of 49.

10. Must exemplify outstanding military image, appearance, and conduct.

11. Members assigned to the CONUS must meet minimum TOS requirement as defined in AFI 36-2110.

Individual currently OS may apply within 12 months of his/her DEROS.

12. Must have demonstrated leadership ability during previous assignments and must have demonstrated a capability to perform in position of increased responsibility as a junior/senior noncommissioned officer in the

14. Have a CCAF degree or be within 12 months of completion.

3. Submit copies of the last five performance reports.

4. Provide current Air Force Physical Fitness assessment results printed from the Air Force Portal.

5. Provide a full length, unobstructed, front view photograph in short sleeve blue shirt (no princess cut), all authorized accouterments (badges/ribbons), no tie/tab, and no hat. Provide full length unobstructed, front view photograph in AF IPTU (short sleeve, shorts, no leggings or high socks). Provide an additional closeup photograph of all visible tattoos and/or brands; these photographs must include attachment 2 of AFI 36-

2903. Self-generated photos supplied by the applicant are acceptable; however, the installation photo lab may be used.

6. Submit a signed memo stating, “I certify that I have no record of court-martial, non-judicial punishment, or administrative action throughout my entire career based on sexual assault, sexual harassment, physical abuse or unprofessional relationships. Furthermore, there is no record of court-martial, non-judicial punishment, or administrative action reflecting a lack of character, behavioral/emotional control.”

AF IMT 422A, Physical Profile, completed by a medical authority verifying the individual has no physical defects or mental disorders and possesses the mental and physical ability to supervise and guide young Airman on a 24-hour-a-day basis; possesses physical stamina sufficient to endure training activities and ceremonies under adverse climatic conditions; has the ability to speak clearly/distinctly; and includes no record of emotional instability, personality disorder, or other unresolved mental health problems that interfere with the ability to perform Military Training Leader duties. AF IMT 422A must include the following statements and/or information in the remarks: "The individual has no physical defects or mental disorders and possesses the mental and physical ability to supervise and guide new Airmen on a 24-hour-aday basis and possesses physical stamina sufficient to endure training activities and ceremonies under adverse climate conditions. Member has the ability to speak distinctly." If member does not meet minimum profile requirements, the medical authority must determine if the condition is waiverable and must annotate such on the form.

10. Complete an evaluation by a psychologist or psychiatrist using the Military Training Applicant interview guide, Minnesota Multi-Phasic Personality Inventory (MMPI) or MMPI-2, and Shipley Test. The interview guide may be obtained by contacting the 59 MDW/BAS, DSN 473-2032. The evaluating clinic completes the required actions then documents the member’s qualification status in Section C of the MTL application.

The MTI application process includes a multi-dimensional assessment of the candidate's work performance behavior by his/her supervisor, plus a minimum of 2 coworkers (3 raters requested) of approximately the same rank and a minimum of 2 subordinates (3 raters requested) that he/she has directly or indirectly supervised within the past year. Additional raters may also be suggested. Raters should be assigned by the unit commander--the candidate should not be involved in determining raters.

Air Force Unveils New Changes to Officer Special Duty Assignments

The Air Force is launching a new process for selecting officers for instructor and recruiter special duty assignments -- one that mirrors the process for enlisted airmen.

The Air Force on Thursday unveiled its updated special duty selection program in an effort to reform how the service manages talent across the force.

The service will now nominate and select airmen through a board review process, and an airman’s special duty assignment will be considered during an upcoming promotion, officials said.

“[Developing] exceptional leaders has to start with recruiting, training and developing the right airmen,” Lt. Gen. Brian Kelly, Air Force deputy chief of staff for manpower, personnel and services, told reporters. “All airmen have a responsibility to nurture and develop the next generation of airmen.”

“We need to and have been consistently evaluating and, when needed, modifying the way we manage, the way we develop, the way we assign and promote our airmen to get everyone … to meet his or her full potential,” Kelly added during an interview at the Pentagon. “To move that concept along, we’re going to do the same thing on the officer side and create an officer instructor and recruiting special duty program. We’ll follow the same tenets and same method that we did for the enlisted folks.”

For officers, available special duty assignments include instructor positions at the Officer Training School, and within Reserve Officer Training Corps, the Professional Military Education program and Air Force Academy faculty. They also include jobs that have a functional “T-prefix” Air Force Specialty Code, or a formal training instructor position within initial skills training or formal school houses, said Maj. Nick Mercurio, spokesman for the service. Recruiting positions apply to any recruiting squadron in the Air Force, Mercurio said.

Beginning this month, the Air Force will issue guidance on how leaders can nominate airmen in their units for the assignments. The plan is to identify senior officers who could serve in these jobs and recommend them for board review, Kelly said.

“Being an instructor or recruiter helps to shape the future force, but, in the past, we have not rewarded officers who do this important work,” Air Force Secretary Heather Wilson said in a released statement. “We gave it lip service. We’re changing that. This is just one more part of our effort to improve the way we develop, assign, evaluate and promote airmen.”

The Air Force is asking commanders at the wing or major command level to nominate 15 percent of their airmen they believe are eligible for the jobs, the service said. Eligibility factors could include time in service or whether an airman is coming up on a new duty assignment, Kelly said.

The new process is not an expansion, officials said, nor will it impact the number of instructor or recruiting requirements for the officer community.

Currently, the service has 3,500 billets set aside for these duties. The Air Force could not say how many of those positions are actually filled by press time.

“We’ll have our commanders, our senior raters, identify officers of the right competence and character to serve in these key jobs,” Kelly said, referring to those leaders who create and submit airman evaluations. Senior raters are required to endorse their officers in order for their applications to be submitted to the central board, the service said.

An airman can volunteer, but a commander has the discretion to put the nomination forward, Kelly said.

“We’re going to count on [commanders] to balance the right needs of the overall Air Force versus the needs of their wing,” Kelly said. “We trust our commanders … some of our commanders are trusted with the most deadly weapons on the face of the planet, so we think they’ll understand the balance between their wing’s mission and the overall institutional responsibility.”

Leadership will submit the evaluations of the volunteers and nominees to a central board which will review and identify the officers for either the instructor or recruiter assignments and whittle the list down to the best potential candidates, he said.

“They’ll end up coming out on a list, similar to a list we’ve seen for eligibility for squadron commander, or other key duties … that we’ll pick from,” Kelly said. “Further, we’ll ask our functional teams, the folks in each of our career fields, to do a similar process for how they select who is going to go to their training schools.”

These schools are required for technical training instructor positions for specific career fields. That could include jobs such as intelligence or cyber instructors, or even pilot instructors.

An airman’s service will be noted during future promotion evaluations, Kelly said.

Job perks that can come with special duty assignments include deployment exemptions; wherever possible, two-year assignments or tailored tour lengths that an airman feels suits his or her needs; choice of school for Reserve Officer Training Corps assignments; and, depending on career field, a choice for follow-on assignment preferences, Kelly said.

“Not everyone is going to be a good instructor. Not everyone is going to be a good recruiter. But we certainly want to place value [on] and raise the value of [these assignments] in the enterprise,” Kelly said.

“As we move forward, will only select those officers who demonstrate the highest character and competence,” Air Force Chief of Staff Gen. David Goldfein said in a statement. “Our officers who serve in formal instructor and recruiting positions gain tremendous insight and leadership development as they invest in our next generation of warfighters.”

Two Black cadets and the struggle for diversity at an elite US military institution

Pale marble pavers crisscross the Terrazzo, the plaza at the heart of the U.S. Air Force Academy in Colorado that cadets traverse daily, on the way to class, the library and meals. In their first year, cadets must run and keep to the narrow marble strips whenever they are on the 20-acre Terrazzo.

Tusajigwe Owens doesn’t take short cuts. He is one of 112 Black cadets in the class of 1,071 freshmen that started at the academy in June 2022.

Running the strips helps instill a sense of urgency and attention to detail that “absolutely matters for the success of yourself and the success of your team,” he said.

Older cadets share coping strategies such as organizing schedules to minimize Terrazzo trips, or walking when the marble is slippery in wet weather. “They would rather see you succeed,” Owens said.

Not everyone will. The graduation rate for Black cadets has for the last decade averaged 66%, compared to an overall graduation rate of 80%.

That gap has frustrated the Air Force’s stated objective of increasing diversity in its officer corps.

Only 6% of officers identify as Black, compared to about 17% among enlisted members of the Air Force, according to the Air Force Personnel Center.

Those figures have changed very little in the last 20 years, according to an Air Force spokesperson.

By comparison, around 13% of America’s population is Black.

On June 29, days after Owens finished his first year, the U.S. Supreme Court struck down race-conscious admissions at Harvard University and the University of North Carolina in a case brought by Students for Fair Admissions (SFFA), a group that argues that affirmative action policies discriminate against white and Asian American people. Chief Justice John Roberts exempted military training academies from the decision, citing the U.S. government argument that the legitimacy of the armed forces would be undermined by having an overwhelmingly white officer corps leading much more diverse enlisted ranks.

In the fall, the SFFA expanded its challenge to the military’s elite training academies, suing to block the U.S. Military Academy at West Point, New York, and the U.S. Naval Academy at Annapolis, Maryland, from considering race as a factor in admissions. The Supreme Court in February declined an SFFA request to intervene in the West Point case. SFFA founder Edward Blum told Reuters the group would continue to challenge the military’s admissions policies through the lower courts, where the cases are currently being heard.

West Point, the Naval Academy and the Air Force Academy declined to comment on the SFFA court cases. A Pentagon spokesperson said that Secretary of Defense Lloyd Austin remains deeply committed to building an officer corps that draws on “the full strength of the American people.”

Reuters was granted access to the Air Force Academy for the most sustained reporting on the facility since the early 2000s. Journalists visited the campus in Colorado Springs, Colorado, a dozen times over the course of an academic year, interviewing Owens and a fellow African American freshman, Marcus Berrette, as well as eight members of the institution’s leadership team in the presence of an academy spokesman.

Their responses on matters of race were complex.

Reuters also spoke to two Black men who entered the academy in 2006 and did not graduate with their class.

Owens and Berrette, both now sophomores, academy officials and the former cadets offered no definitive explanations for the higher drop-out rate among African American cadets. Still, they pointed to what they see as several contributing factors. Academy officials referenced the small number of Black cadets. Cadets pointed to the importance the academy places on hierarchy and tradition. Officials and students also mentioned the country’s broader legacy of racism and underestimating Black potential.

An academy spokesperson said that the institution is “unsettled” by the higher drop-out rates among African American cadets and is working to combat it by bringing more Black students to campus and committing to their success.

The spokesperson said the academy would continue to consider race among factors for admission, in addition to gender and geography.

The Class of 2026 arrived on a bright June day in 2022. The first of their four years at the academy would involve studying “Contrails,” a breast-pocket-size manual of academy lore, and revered Air Force figures such as Jimmy Doolittle, who led the first bombing raids on Tokyo after the Japanese attack on Pearl Harbor.

The cadets would also have to get used to wearing uniforms to class and to dorm rooms equipped with racks for M-16 rifles, rendered inoperable, that cadets carry during military games. And marching. So much marching.

That’s alongside what freshmen anywhere might have encountered: football games, chemistry tests, English papers.

Owens, born in 2002 in Philadelphia, planned to major in military strategic studies. While he chose the military, Owens said his mother, a nurse, and his father, an IT manager, modeled service and leadership for him at work, church and home.

Berrette, born in 2004 in Fort Myers, Florida, is the son of an Air Force officer. He has wanted to be a pilot since he was five years old, when he ran across books about planes at a school book fair. He planned to major in aeronautics.

His passion for flight inspired his mother, Ermita Charles-Berrette, to leave her job as a nurse and sign up for the Air Force. She joined in 2012 on a leadership track - the academy is not the only way to become an officer - and is a major.

As the school year started, Berrette and Owens marched onto a parade ground with the rest of their class to take the academy oath: “I will not lie, steal or cheat nor tolerate among us anyone who does. Furthermore, I resolve to do my duty and to live honorably, so help me God.”

Before he came to the academy, Berrette said he spoke to Black alumni who said he would have to work twice as hard as white cadets to gain recognition and could expect harsher punishment if he got into trouble. But Berrette and Owens never spoke to Reuters of being discouraged.

Bias to outright discrimination

In 1959, five years after its founding, the academy admitted its first Black students, three men in a class of 755. All three were among the 499 graduates of the class of 1963.

By 2008, the year Barack Obama was elected America’s first Black president, among the 1,286 students who started at the academy, just 47 were Black, or fewer than 4%.

Daryl Wells, who is Black and was then in his junior year at the academy, recalls a drawing he saw circulated among his fellow cadets during that election season showing a trap baited with watermelon – an old racist trope aimed at Black Americans – and a caption referring to Obama. He said a white cadet, whom he declined to name, told him: “You weren’t supposed to see that.”

“I didn’t realize how racist it (the academy) was until the advent of Obama,” Wells said. “It was probably just a concentrated version of America at large.”

Wells, now a Houston real estate agent, said he left the academy at the start of his senior year because of a personal crisis over his realization that he was gay. He returned to graduate in 2011, a year behind his class, and completed the five years of active-duty military service required of academy graduates in return for free college education.

Wells said the racism he encountered did not influence his decision to leave and would not impact whether he would advise anyone to go.

“That’s not how you fix the problem, not by shying away from these places,” Wells said. “You have to deal with things in order for the next generation not to have to deal with them.”

The academy did not respond to requests for comment on Wells’ account of his experiences.

In 2020, nine years after Wells graduated, the Air Force Inspector General issued its first report into racial disparities in the service. It found lower than average promotion rates for Black officers across all ranks, and that one in three Black officers did not believe the Air Force provided them the same opportunities to advance as their white peers.

“Thousands of Black service members and civilians reported issues ranging from bias to outright racial discrimination,” the inspector general wrote.

An academy spokesperson said the institution trains cadets to report discrimination up the chain of command.

Affirmative action in the military and its academies is part of a charged debate. Lawmakers including Rep. Tom Tiffany, a Wisconsin Republican who has not served in the military, have portrayed such policies, including at military academies, as discriminatory.

“It’s pretty simple. If we are serious about ending discrimination in the United States, the first step is for the government to stop doing the discriminating,” Tiffany told Reuters in an email.

Rep. Jason Crow, a Colorado Democrat and former Army Ranger, said that while understanding did not hinge on military experience, his own service had taught him the importance of building a military that reflects the country’s diversity.

“Usually, people who have served and who know something about national security and military service really do support this,” Crow told Reuters.

Finding inspiration

As classes got underway, Berrette was pleased to find a reading assignment on the Harlem Hellfighters, the Black infantry regiment that spent 191 days in combat during World War One, longer than any other American unit.

In the spring of 2023, Berrette perused the program for an on-campus leadership symposium, noting Eddie S. Glaude Jr., chair of Princeton University’s Department of African American Studies, would be speaking about the threat white supremacy poses to democracy.

“It’s just always interesting to see how our brothers and sisters made it to the top,” Berrette said. “It’s not always easy.”

During a question-and-answer session, which a Reuters reporter attended, a white cadet said some of his classmates were angry at having to take part in Diversity, Equity and Inclusion (DEI) workshops. Glaude drew a standing ovation when he counseled cadets to press on, saying leaders have to say, “at some point, ’Shut the hell up and let’s go.’”

When Reuters told Joseph Looney, the academy’s chief DEI officer, about the white cadet’s question to Glaude, Looney said: “That didn’t surprise me. We’ve got that feedback a little bit.”

Gaining entry in the first place

Competition for a place at the academy is intense and usually requires nomination by a state’s congressional representative.

Each member of Congress is allowed to nominate up to 10 candidates, and up to five cadets from any district can attend the academy at one time.

Col. Arthur Primas Jr., who until recently served as the academy’s director of admissions, said he dispatches diverse recruiters to reach out to high school guidance counselors and visit schools in communities of color. The Supreme Court ruling on race-conscious university admissions did not address recruitment.

“I think the academy does an excellent job now of celebrating those diverse graduates who have gone on to do great things,” Primas said, adding that it shows potential students “what is possible.”

When Owens approached lawmakers in his home state of Pennsylvania for a nomination in 2021, he said he was told he didn’t appear ready. Owens had been homeschooled and didn’t have a high class ranking or extra-curricular activities. So he enrolled in the academy’s on-campus, 10-month prep school, open to anyone whose initial application to the academy is unsuccessful.  Democratic Senator Bob Casey’s office confirmed it nominated Owens the following year.

Berrette also attended the prep school, where tuition is free.

“They’re willing to invest in you to make you completely eligible for the academy,” Berrette said.

Enlisted members of the Air Force and other services also can apply to the prep school, allowing the school to tap into a larger pool of minorities. On average, African American students have made up about 28% of the prep school classes since 2014.

While entrance to the academy from the prep school is not ensured, it is “instrumental” for preparing many diverse candidates, Primas said.

Over the past decade, a total of 1,787 prep school graduates have been admitted to the academy. Of those, 396, or 22%, have been African American.

Russell Roberts enrolled at the academy in 2006 planning to study engineering after being recruited to play football, the first in his family to attend a military academy. He said white cadets, whose names he no longer remembers, often told him that they expected him to fail. When he did well on tests, suspicious white cadets told him they would figure out whether he had cheated and report him if he had.

“There wasn’t a single Black cadet that gave me that treatment,” he said.

Black upperclassmen instead tried to make first-year cadets feel at home by, for example, cutting their hair, Roberts said, adding that the academy barbers were unaccustomed to cutting Black hair.

“I do feel like some of it (the treatment) was race-related, but I don’t want to say it was racist,” he said.

Because of his hostile treatment at the academy, Roberts said, he transferred to a school in Texas that had also recruited him to play football. He’s now a manager at a big box store in Houston.

The academy did not respond to requests for comment on Roberts’ experience.

Some days, Owens said, he looks at his fellow cadets and sees “descendants of generals, of individuals who have been in the Air Force for decades.”

It’s a point of pride for Owens that he is there, too.

“I wasn’t born into a family where my dad’s name would get me into the right school,” Owens said. “I feel like I had actually to earn this.”

The academy began reducing the extent to which legacy was taken into account for admissions in 2013 and eliminated it entirely in 2022.

Followership to leadership

Freshmen cadets are known as Doolies, after World War II hero Doolittle. Some cadets say the name comes from the Greek for slave – doulos. That’s an explanation academy leaders say they would like to put behind them.

Cadets in their first year are meant to look to upperclassmen for direction as a step toward one day being leaders themselves.

“It’s not easy being a Doolie. I wake up every day thinking, ‘I wish I could do more,’” Owens said.

Owens has expressed concern that cadets are too often treated as numbers: their GPA or class rankings that determine who gets coveted assignments such as a place in flight school.

“I was worried I would face racism here,” Owens told Reuters. But “I’ve been talked down to more because of my class rank than because I’m a Black man.”

At year’s end, Owens was named the top cadet among his squad’s 26 Doolies, an honor that squad supervisor Lt. Col. Jessica Pratt attributed to the effort Owens put into military training and his dedication to helping others.

On May 22, Owens stood in the football stadium with his fellow cadets to salute the graduation speaker – President Joe Biden, their civilian commander in chief.

Biden noted that the Class of 2023 was one of the most diverse in the institution’s history. A third were minorities, according to academy figures.

“That’s why we’re strong,” Biden told the cadets. “That’s why we’re who we are.”
